Role Overview: The Senior Contracts Manager protects the contractual and commercial interests of Parsons and its client throughout the project lifecycle, working closely with senior leadership, legal advisers, client representatives, contractors, and joint venture stakeholders to ensure decisions are evidence‑based, documented, and aligned with project objectives. The role manages a multidisciplinary team and leads contractual administration, claims strategy, dispute resolution, variation management, payment certification, and final account close‑out across major infrastructure and construction packages.
Key Responsibilities
- Lead pre‑contract and post‑contract administration for major infrastructure and construction packages.
- Ensure compliance with main contract conditions, joint venture arrangements, procurement procedures, and delegated authorities.
- Interpret contract provisions and provide clear commercial guidance to project leadership.
- Develop contract strategies that reduce exposure and preserve legal and financial entitlements.
- Review, assess, and negotiate complex variation orders and change proposals.
- Evaluate extension of time submissions, delay events, disruption claims, and associated cost impacts.
- Manage high‑value commercial claims from initial assessment through negotiation and resolution.
- Prepare contractual positions, entitlement analyses, and recommendations for senior management.
- Lead dispute avoidance and dispute resolution activities with legal and executive teams.
- Support negotiations, mediation, adjudication, arbitration preparation, and settlement discussions when required.
- Review contractor correspondence and ensure timely issue of contractual notices and responses.
- Establish and maintain robust contract administration procedures and reporting controls.
- Ensure all instructions, notices, submissions, determinations, and commercial records are logged accurately.
- Maintain complete audit trails for variations, claims, payment applications, and decisions.
- Review monthly progress payment applications and confirm contractual compliance.
- Oversee valuation of completed work, approved changes, provisional sums, and deductions.
- Supervise preparation and agreement of final accounts for major contractor packages.
- Manage commercial close‑out activities and confirm resolution of outstanding liabilities.
- Monitor contractual risks and maintain current risk and opportunity registers.
- Advise the Project Director and client representatives on mitigation actions and commercial priorities.
- Assess contractor performance against contractual obligations and agreed milestones.
- Coordinate with planning, cost control, engineering, procurement, and project management teams.
- Verify that claims analyses are supported by programme records, cost data, correspondence, and contemporaneous evidence.
- Apply FIDIC and bespoke contract provisions consistently across assigned packages.
- Support compliance with Saudi procurement laws and relevant project governance requirements.
- Prepare contract dashboards, executive summaries, dispute reports, and commercial forecasts.
- Present complex contractual matters clearly to senior client stakeholders and executive boards.
- Lead commercial meetings with contractors, consultants, and client teams.
- Assign responsibilities to quantity surveyors, contract administrators, and cost professionals.
- Review team outputs for accuracy, completeness, and contractual strength.
- Mentor junior and mid‑level commercial employees and support succession planning.
- Promote disciplined record keeping, professional ethics, and collaborative issue resolution.
- Contribute to continuous improvement of contract procedures and commercial controls.
- Perform additional responsibilities assigned by project leadership.
Ideal Profile
- Bachelor's degree in Quantity Surveying, Law, Civil Engineering, Construction Management, or a related discipline.
- Minimum 15 years of post‑qualification experience in contracts administration and commercial management.
- Extensive experience on major international infrastructure or construction mega‑projects.
- Professional chartership such as MRICS or MCIArb is highly desirable.
- Strong command of FIDIC Blue, Red, and Yellow Book contract forms.
- Experience administering bespoke contracts, joint venture arrangements, and complex procurement packages.
- Proven ability to manage variations, extension of time claims, commercial disputes, and final accounts.
- Prior experience on NEOM or other Public Investment Fund giga‑projects is strongly preferred.
- Familiarity with Saudi Arabian procurement laws and GCC contracting practices.
- Advanced understanding of claims analysis, delay entitlement, contractual notices, and dispute strategy.
- Strong commercial judgment with the ability to balance risk, cost, programme, and stakeholder interests.
- Exceptional negotiation and leadership capability.
- Confident communication with senior client representatives, executive boards, legal advisers, and contractors.
- Strong analytical and written reporting skills.
- Full professional proficiency in spoken and written English.
- Arabic language ability is an advantage.
- Ability to operate effectively in a fast‑paced and high‑value project environment.
