The role is responsible for identifying project changes early, determining their commercial impact, maintaining accurate records, and ensuring variations are assessed and administered in line with contractual requirements.
Key Responsibilities
- Review design revisions, site instructions, Requests for Information, contractual notices, and modified requirements to identify potential variations.
- Determine whether project changes create measurable cost or contractual implications.
- Evaluate direct costs, indirect costs, prolongation, disruption, and other commercial impacts.
- Prepare detailed estimates for proposed variations using quantity breakdowns, rates, resources, and supporting project information.
- Manage variation activities from identification and initiation through evaluation, recommendation, approval, implementation, and final closeout.
- Prepare variation orders, change requests, commercial evaluations, and related documentation.
- Maintain clear records demonstrating the basis of each valuation and commercial recommendation.
- Measurement and valuation responsibilities will require accurate assessment of changed works.
- Carry out quantity take-offs using approved drawings, specifications, site records, and applicable measurement standards.
- Perform remeasurement of variation works where actual quantities differ from original scope assumptions.
- Develop detailed quantity schedules to support commercial evaluation.
- Review contractor quantities against verified project records.
- Apply appropriate contract rates when valuing additional or omitted work.
- Prepare new or derived rate analyses where existing contract rates are not applicable.
- Confirm that valuations are transparent, justified, traceable, and auditable.
- Maintain high accuracy across quantity, cost, and financial calculations.
- Contract interpretation will be central to managing entitlement.
- Review clauses governing variations, Change Orders, notices, valuation mechanisms, rates, and contractual entitlement.
- Apply FIDIC principles or other relevant international forms of construction contract.
- Assess whether required contractual notices have been issued correctly.
- Identify commercial implications arising from client instructions, revised designs, changed conditions, and scope modifications.
- Prepare contractual correspondence covering valuation, entitlement, notices, disputed rates, and commercial agreements.
- Support project teams with interpretation of change-related contractual requirements.
- Contractor submissions must be reviewed independently and critically.
- Evaluate contractor variation submissions against approved scope, drawings, specifications, contractual provisions, and site evidence.
- Review submitted quantities, rates, labour, materials, plant, and supporting resources.
- Challenge unsupported assumptions or insufficient substantiation.
- Assess whether proposed rates are consistent with contract provisions and prevailing project conditions.
- Review technical alternatives from a cost and commercial perspective.
- Coordinate clarification meetings with contractors and consultants.
- Negotiate variation values and rates within delegated authority.
- Record agreed commercial outcomes and ensure documentation is updated accordingly.
- Claims assessment will include both cost and time-related commercial exposure.
- Assist with claims resulting from scope changes, delay, disruption, prolongation, and differing site conditions.
- Review the financial impact of time-related events.
- Evaluate cost substantiation submitted with contractor claims.
- Coordinate with Planning teams where programme analysis is required.
- Support preparation of commercial recommendations regarding entitlement and valuation.
- Maintain documentation needed to support claim assessment and dispute avoidance.
- Identify areas where early commercial intervention could prevent escalation.
- Change-control governance must provide management with clear visibility.
- Maintain an accurate Variation Register.
- Update Change Logs covering proposed, pending, approved, rejected, and closed changes.
- Record values, status, approvals, responsible parties, and outstanding actions.
- Ensure approved changes are incorporated into current commercial records.
- Monitor pending variations that may create future project exposure.
- Track unresolved submissions, negotiations, approvals, and contractual responses.
- Reconcile change information with wider project cost and forecasting records.
- Cost forecasting responsibilities will incorporate both approved and anticipated changes.
- Update project forecasts to include approved variations.
- Assess likely exposure associated with pending or anticipated changes.
- Support preparation of cost reports and commercial forecasts.
- Identify trends showing potential growth in project cost.
- Highlight significant commercial risks to project leadership.
- Recommend mitigation measures where change exposure threatens budget objectives.
- Provide accurate information for management reviews and financial reporting.
- Multidisciplinary coordination will be required to build complete variation assessments.
- Work with Design teams to understand the technical basis of changes.
- Coordinate with Construction teams to verify actual site conditions and executed quantities.
- Engage Engineering teams where technical clarification is required.
- Liaise with Planning and Project Controls teams to assess time and programme implications.
- Work with Commercial teams to maintain alignment between cost records and contractual assessments.
- Obtain supporting documentation from relevant disciplines before finalizing recommendations.
- Attend progress, commercial, and change-control meetings.
- Present concise updates on variation status, financial exposure, and outstanding decisions.
- Commercial records must remain complete throughout the project lifecycle.
- Maintain correspondence, assessment sheets, approvals, supporting calculations, and related documentation.
- Ensure each variation has a clear audit trail.
- Prepare periodic reports for project management and client review.
- Support commercial audits and project reviews.
- Assist with final account preparation and reconciliation.
- Support contract closeout activities and confirmation of outstanding variation status.
- Ensure commercial records are complete and audit-ready before project completion.
Ideal Profile
- Bachelor 's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
- Minimum 5-10 years of relevant quantity surveying experience.
- Strong background in variations, valuation, change management, and commercial administration.
- Experience supporting large infrastructure, mixed-use, building, or major construction projects.
- Demonstrated ability to manage variation processes from identification through final agreement.
- Strong knowledge of standard methods of measurement and quantity surveying principles.
- Practical experience preparing detailed cost estimates and rate analyses.
- Proven capability reviewing contractor variations and change requests.
- Strong understanding of FIDIC or comparable construction contracts.
- Ability to interpret contractual provisions relating to notices, rates, variation mechanisms, and entitlement.
- Working knowledge of claims associated with delay, disruption, and prolongation.
- Strong analytical skills for assessing both cost and time impacts.
- High attention to detail when reviewing quantities and commercial records.
- Confident written and verbal English communication skills.
- Strong negotiation capability with contractors, consultants, clients, and other stakeholders.
- Ability to manage multiple commercial matters and deadlines simultaneously.
- High professional integrity and strong commercial awareness.
- Professional membership such as MRICS, AIQS, or equivalent is advantageous.
- Previous Middle East experience, particularly within Saudi Arabia, is also preferred.
