Job summary

Qualifications

• Bachelor's degree in Engineering, Architecture, or a relevant technical discipline.
• 10–12 years of relevant construction and project quality experience.
• Strong knowledge of QA/QC for multidisciplinary construction and project documentation.
• Experience reviewing and auditing both physical site works and project documentation.

• Lead and monitor quality activities across all ongoing site works.
• Conduct regular site inspections and quality surveillance to verify compliance with drawings, specifications, and inspection requirements.
• Monitor contractor performance related to workmanship and quality requirements.
• Identify non-compliant works and ensure NCRs and corrective actions are closed.
• Establish and maintain quality procedures, checklists, and monitoring across the program.
• Report to Program Director on quality status, NCRs, risks, and corrective actions.

Job description

Role Purpose:

The Quality Manager will be responsible for overseeing and maintaining quality across both site execution and project documentation within the program.The role will provide quality oversight across all ongoing projects and Task Orders, ensuring that works, materials, inspections, testing, and project records comply with approved drawings, specifications, contractual requirements, applicable standards, and Client requirements.

Key Responsibilities:

Site Quality

• Lead and monitor quality activities across all ongoing site works.
• Conduct regular site inspections and quality surveillance to verify compliance with approved drawings, specifications, method statements, material approvals, and inspection requirements.
• Monitor the performance of contractors and supervision teams in relation to workmanship and quality requirements.
• Identify defective, incomplete, or non-compliant works and ensure appropriate NCRs, observations, and corrective actions are raised and properly closed.
• Monitor recurring quality issues, identify root causes, and ensure preventive actions are implemented.

Documentation Quality

• Monitor the quality, accuracy, and completeness of project and technical documentation.
• Conduct periodic reviews of WIRs, MIRs, NCRs, RFIs, material submittals, method statements, inspection records, test reports, and other quality-related documentation.
• Ensure WIRs and inspection records accurately reflect the actual works executed on site, including quantities, locations, inspection status, and supporting records.
• Ensure approvals are supported by the required technical evidence and are not processed only for administrative closure.
• Ensure that current approved drawings, specifications, and material submittals are being used on site.

Quality Audits & Monitoring

• Establish and maintain practical quality procedures, checklists, and monitoring requirements across the program.
• Conduct periodic quality audits covering both site activities and project documentation.
• Monitor contractors' QA/QC implementation and compliance with project requirements.
• Maintain and monitor NCRs, quality observations, audit findings, and corrective actions.
• Identify recurring or systemic quality issues and elevate them for management attention.

Reporting & Coordination

• Report regularly to the Program Director on site quality, documentation status, NCRs, recurring deficiencies, risks, and required corrective actions.
• Immediately escalation significant quality issues that may affect delivery, cost, schedule, functionality, handover, or Client acceptance.
• Maintain quality KPIs and provide clear visibility of quality performance across the program.

Qualifications & Experience:

• Bachelor's degree in Engineering, Architecture, or a relevant technical discipline.
• Minimum 10-12 years of relevant construction and project quality experience, preferably within consultancy, PMCM, or site supervision environments.
• Strong practical experience in QA/QC for multidisciplinary construction, refurbishment, fit-out, MEP, and operational projects.
• Good understanding of quality management principles and project quality procedures.
• Strong knowledge of WIRs, MIRs, NCRs, RFIs, method statements, material approvals, inspection and testing requirements, snagging, and project close-out.
• Experience reviewing and auditing both physical site works and project documentation.
• Strong reporting, coordination, and communication skills.
• Ability to identify and challenge non-compliance and drive corrective actions through to closure.
• Quality-related certification or auditing experience would be an advantage but is not mandatory.
