Job summary

Norconsult Telematics is seeking a QA/QC Engineer (Structural & Architecture) to audit quality of civil, architectural and building-envelope works in factory and on site. The PMC grants final approval after CSC checks for client endorsement.

Responsibilities include auditing ITPs, MS/MARs, MIR/WIR records, NDT and WPS/PQR, NCR processes, FAT/SAT votes and maintaining traceable quality records across projects with some travel in the Kingdom.

Qualifications

• 6 to 8 years in structural, civil and architectural QA/QC on building and infrastructure works.
• ISO 9001 Internal Auditor required; Lead Auditor preferred.
• ISO 9712 or ASNT/SNT-TC-1A Level II preferred for NDT records.
• Experience with modular, off-site construction (DfMA) preferred.
• Fluent English; Arabic is an advantage.

Responsibilities

• Audit CSC and contractor quality systems against contract, specs and ISO 9001.

• Oversee off-site factory and on-site works for structural and architectural domains.

• Review FAT and SAT results and grant final quality acceptance.

Job description

The QA/QC Engineer (Structural & Architecture) audits over the supervision consultant (CSC) to assure quality of structural, civil, architectural and building-envelope works off-site in the factory and on site. The PMC gives the final quality review and approval after the CSC's first-line check, for the Client's endorsement.

Job Description & Responsibilities:

• Audit the quality systems and performance of the CSC and the Contractor against the contract, project specifications and ISO 9001, and verify the Inspection and Test Plan (ITP) is in place and being applied before related structural and architectural activities begin.
• Review and give final approval of the Contractor's Method Statements (MS) and Material Approval Requests (MAR) after the CSC's first-line check, for the Client's endorsement.
• Review the CSC's records of Material Inspection Requests (MIR) and Work Inspection Requests (WIR), and audit that the CSC has witnessed and cleared each hold and witness point, as evidenced by the CSC's signed inspection records.
• Carry out surveillance and oversight audits and spot checks of structural, civil and architectural works off-site in the factory and on site, covering foundations, earthworks, infrastructure, concrete, reinforcement, formwork, structural steel, module installation and external works.
• Review the CSC's inspection and test records for concrete, reinforcement, formwork, compaction and structural steel, and verify the results of material and field testing run by accredited third-party laboratories.
• Audit the CSC's non-destructive testing (NDT) records on structural welds, and verify welding has been checked against the approved Welding Procedure Specification (WPS) and Procedure Qualification Record (PQR).
• Review the CSC's records for building-envelope, water-tightness and fire-stopping checks, and verify architectural finishing trades including blockwork, plaster, partitions, flooring, doors, painting and other finishes have been accepted against specification and approved samples.
• Govern the Non-Conformance Report (NCR) process at program level, monitor the NCR and Site Observation Report (SOR) trend raised by the CSC, audit verified close-out, and report quality KPIs into the PMC dashboards.
• Review the CSC's records of Factory Acceptance Tests (FAT) off-site in the factory and Site Acceptance Tests (SAT) on site, and give final quality acceptance of the structural and architectural test results after the CSC has witnessed them.
• Review and give final approval of structural and architectural Prequalification Documents (PQD) and Requests for Information (RFI) after the CSC's first-line check, and confirm only approved parties carry out the works.
• Monitor and verify that calibration certificates of test and measuring equipment are valid before that equipment is relied on for acceptance, and that the CSC's quality records are complete and traceable to a drawing or specification clause.
• Verify as-built records against the CSC's close-out evidence, monitor the Defects Liability Period (DLP) punch list through the CSC to clearance, and compile program-level quality records in time to support the PMC's final review and approval and the handover documentation.

Qualifications & Experience:

• Bachelor's degree in civil or structural engineering or a related technical discipline.
• 6 to 8 years in structural, civil and architectural QA/QC on building and infrastructure works, including quality-system governance and ITP, and auditing the CSC's management of hold and witness points.
• ISO 9001 Internal Auditor is required and ISO 9001 Lead Auditor is preferred, with practical command of auditing a Contractor's and supervisor's QA/QC systems and governing the Non-Conformance Report (NCR) process.
• ISO 9712 or ASNT/SNT-TC-1A Level II in relevant methods is preferred for reviewing non-destructive testing (NDT) records; the role audits and reviews testing and does not perform it.
• Working command of concrete, reinforcement and structural steel quality, building-envelope, water-tightness and fire-stopping checks, and Welding Procedure Specification and Procedure Qualification Record (WPS/PQR) verification.
• Experience with modular, precast or prefabricated (off-site) construction — including volumetric modular or Design for Manufacture and Assembly (DfMA) programs — is preferred, and a precast or steel fabrication-shop QA/QC background counts toward it.
• Fluent with mainstream quality-management and document-control platforms (for example Aconex and AutoCAD for drawing review), and quick to adopt the PMC's in-house systems.
• Saudi or Gulf (GCC) construction experience and familiarity with the Saudi Building Code (SBC) and Saudi Council of Engineers (SCE) eligibility are highly preferred.
• Good written and spoken English for quality records and reporting; Arabic is an advantage.
• Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required.
• Advanced MS Excel and PowerPoint skills are required (for reporting, dashboards, analysis and presentations).
