Job summary

Norconsult Telematics is seeking a QA/QC professional to govern ELV and low-current disciplines for a multi-city project in Saudi Arabia. You will audit CSC and Contractor QA/QC, manage ITP, review MS and MAR, and verify FAT/SAT and field records for client endorsement.

You will oversee NCR/SOR trends, calibrations, and ELV test records, ensuring compliance with NFPA 72, SBC, and ISO 9001 standards, with emphasis on structured cabling and IP-based device verification.

Qualifications

  • Bachelor's degree in electronics, communications, electrical or a related technical discipline.
  • 6 to 8 years in extra-low-voltage and low-current QA/QC on building or infrastructure works, including governance of the ITP and NCR process.
  • ISO 9001 Internal Auditor is required, and ISO 9001 Lead Auditor is preferred, with practical command of auditing a supervision team and managing quality records.
  • Sound command of ELV systems quality assurance and the related testing and commissioning, including fire alarm cause-and-effect and structured-cabling certification to TIA-568 or ISO 11801.
  • Working awareness of fire alarm and security-system standards, including NFPA 72, BS 5839 and the Saudi Building Code (SBC) fire-protection requirements.
  • Eligibility for Saudi Council of Engineers (SCE) registration, or current registration, is an advantage.
  • Experience with modular, precast or prefabricated (off-site) construction - including volumetric modular or Design for Manufacture and Assembly (DfMA) programs — is preferred, and a factory or systems-integration QA/QC background counts toward it.
  • Fluent with document-management platforms (for example Aconex), AutoCAD or Revit for drawing review, and ELV test-report tools, and quick to adopt the PMC's in-house systems.
  • Saudi or Gulf (GCC) construction experience is highly preferred, with good written and spoken English for audit records and reporting; Arabic is an advantage.
  • Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required.
  • Advanced MS Excel and PowerPoint skills are required (for reporting, dashboards, analysis and presentations).

Responsibilities

  • Audit the CSC's and Contractor's QA/QC systems for the ELV and low-current discipline, confirming the agreed quality controls, hold and witness points, and reporting are defined and applied before related work starts.
  • Govern the ELV Inspection and Test Plan (ITP) at program level, confirming each activity is assigned the correct inspection stage, acceptance criteria and reference to drawings and specifications, and verifying the CSC administers it.
  • Give final review and approval of the Contractor's Method Statements (MS) and Material Approval Requests (MAR) for ELV works after the CSC's first-line check, for the Client's endorsement.
  • Review the CSC's inspection records for ELV and low-current installations covering fire alarm and detection, closed-circuit television (CCTV), access control, intrusion detection, public address and voice alarm, building management system (BMS) integration wiring and field devices, structured cabling, data cabling and passive network infrastructure, and audio-visual systems.
  • Carry out surveillance and oversight audits and spot checks off-site in the factory and on site, verifying that the CSC inspects containment, cable routing, terminations, labelling, segregation from power cabling and structured-cabling installation against the approved design.
  • Review the CSC's Material Inspection Record (MIR) and Work Inspection Record (WIR) records at each hold and witness point, audit that the CSC accepted or returned the works correctly, and rely on those records for final approval and payment certification.
  • Review the CSC's witnessed ELV testing and commissioning records, including point-to-point and continuity tests, structured-cabling certification, functional verification of IP-based devices including VLAN, PoE and network connectivity checks, and cause-and-effect testing for fire alarm and integrated systems, and give final acceptance of the results.
  • Review and give final acceptance of the ELV scope of Factory Acceptance Tests (FAT) before each module ships off-site in the factory and Site Acceptance Tests (SAT) once installed, after the CSC witnesses, and verify inter-module ELV connections are recorded on site.
  • Govern the Non-Conformance Report (NCR) process for the discipline at program level, monitor NCR and Site Observation Report (SOR) trends raised by the CSC, verify close-out, and give final review of ELV Requests for Information (RFI) after the CSC.
  • Audit that the CSC verifies the calibration certificates of test and measuring equipment before that equipment is relied on for acceptance, and review the completeness of the Contractor and CSC quality records.
  • Govern ELV quality standards and key performance indicators (KPI) for the discipline, report quality performance and trends to the QA/QC Manager, and direct corrective measures across the CSC and Contractor.
  • Review and give final acceptance of ELV as-built drawings, operation and maintenance (O&M) manuals, warranties and defects close-out at handover, and govern tracking of items through the Defects Liability Period (DLP).
