Job summary

MOBCO Group is seeking an experienced Project Controls Manager to lead planning, scheduling, cost control, forecasting, progress monitoring, and reporting across construction projects in Riyadh. The ideal candidate has proven expertise in planning and cost control with senior management exposure.

The role requires strong experience with established construction firms, plus Primavera P6 proficiency and advanced Excel. Saudi Arabia/GCC experience is preferred; PMP or PMI-SP certification is a plus.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• 12+ years in Project Controls.
• Strong planning/scheduling and cost control expertise.
• Proficiency in Primavera P6 and advanced MS Excel.
• Experience with large-scale infrastructure or construction projects.
• Saudi Arabia/GCC experience preferred; PMP/ PMI-SP advantageous.

Responsibilities

• Lead and manage the Project Controls function across projects.
• Develop, maintain, and monitor baseline schedules and master programmes.
• Manage project planning and scheduling using Primavera P6.
• Monitor planned versus actual progress and identify schedule deviations.
• Lead project cost control, including budgets, commitments, actual costs, accruals, and forecasts.
• Prepare and review monthly cost reports, cash-flow forecasts, and project financial forecasts.
• Monitor project performance against approved baselines.
• Analyze project trends, delays, cost overruns, variances and recommend corrective actions.
• Develop and monitor recovery programmes and acceleration plans for delayed projects.
• Manage project risk registers, change control, variations, and cost/schedule impacts.
• Coordinate with Project Management, Planning, Commercial, Contracts, Procurement, Engineering, and Construction teams.
• Prepare accurate weekly and monthly project controls reports, dashboards, and management presentations.
• Support project teams in EOT, delay analysis, claims, variations, and contractual matters.
• Establish and maintain project controls procedures, KPIs, reporting standards, and performance-monitoring systems.
• Lead, mentor, and develop Planning, Cost Control, and Project Controls teams.

The ideal candidate should have strong experience with established construction and contracting companies, with proven expertise in both Planning and Cost Control, and the ability to provide accurate project performance analysis and recommendations to senior management.

• Good understanding of construction methodologies, project execution, and contractual requirements.
  
• Experience with large-scale, multi-disciplinary, infrastructure, building, or major construction projects.
  
• Saudi Arabia/GCC experience is preferred.
  
• PMP, AACE, PMI-SP, PSP, or equivalent certification is an advantage.
