Job summary

NHC in Riyadh is seeking a senior Costing and Budgeting professional to execute costing, budgeting, and tender documentation in line with project objectives. You will assess material and resource requirements and develop cost estimates based on technical specifications.

You will manage contract administration, support feasibility studies, cost benchmarking, and provide cost reports to leadership, while guiding a team and aligning with business objectives.

Qualifications

• Bachelor’s degree in Finance, Accounting, or equivalent is required.
• Master’s degree in Business Administration or equivalent is preferred.
• Minimum of 7+ years of experience in Real Estate or related field.
• At least 2 years in a managerial position.

Job description

To execute the costing and budgeting requirements, including assessing material and resource requirements, drafting tender related documentation, preparing cost estimates based on technical specifications and managing contract administration in order to support the development of construction projects in line with business objectives.

DUTIES AND RESPONSIBILITIES

GENERAL ACCOUNTABILITY

• Help develop and oversee the implementation of the function’s policies, procedures and controls covering all areas of activity, ensuring all relevant procedural/statutory requirements are fulfilled while delivering high quality and cost-effective results
• Help direct change management through continuous improvement the function’s systems, processes and practices, proactively taking into account leading practices, changes in the business environment
• Develop and implement relevant Service Level Agreements (SLAs) with other functions

People Management

• Help install a culture of development, guidance and performance within the function
• Guide, mentor and develop the relevant function team to take larger and more complex responsibilities
• Identify and recruit key talent for the relevant function area
• Provide clear top-down communication to employees and bottom-up feedback to top management
• Set performance objectives, provide necessary support, evaluate/appraise direct reports, and provide regular feedback on performance
• Establish a high-performance working environment within the function

FUNCTION ACCOUNTABILITY

1. Evaluate and conduct measurements of property, extract quantities required, and conduct modelling to identify material and equipment requirements in line with the same
2. Engage with design teams to understand the project brief and define project specifications accordingly
3. Prepare cost plans and estimates, conduct financial modelling and cost analysis, and determine cost flow projections
4. Conduct cost benchmarking of similar projects and maintain internal repository of project lifecycle cost benchmarks
5. Conduct project reviews during construction phase, ensure adherence to defined budgets, and prepare periodic cost reports for leadership reviews
6. Support in the preparation of feasibility reports and design proposals by providing inputs on cost feasibility and adherence
7. Support with tender qualifications and documentation and ensure adherence to appropriate conditions of contract
8. Identify market and industry developments / trends and provide recommendations to management on cost optimization strategies
9. Participate in cost reviews throughout the development lifecycle and support changes to the budgets based on iterations in timelines, designs and other factors
10. Operate as an internal subject matter expert and provide support to the project teams on finance / costing related matters
