Job summary

Omnium International Limited in Riyadh seeks an experienced Cost Manager to lead post-contract cost management for a major development project. You will deliver cost reporting, valuations, and final accounts while ensuring commercial control and risk management across the project lifecycle.

You will build strong relationships with the client and consultants, review contractor submissions, provide expert contractual advice, and guide the team on cost control in line with Saudi standards and GCC

Qualifications

  • 5+ years professional experience in Quantity Surveying/Cost Management.
  • Experience delivering post-contract cost management services.
  • Experience with large-scale building and infrastructure projects.
  • Experience working in Saudi Arabia or GCC preferred.
  • MRICS qualification preferred, or working towards chartership.
  • Degree in QS/CE/Construction Management.

Responsibilities

  • Act as a key commercial contact for post-contract cost management activities.
  • Build and maintain relationships with client, consultants, contractors.
  • Manage post-contract cost management activities including quantity measurement, cost reporting, valuations, payment applications, variations, change management and final accounts.
  • Review and assess contractor submissions, valuations, claims and cost proposals.
  • Provide commercially sound advice on contractual matters, variations and change control.
  • Monitor project costs, budgets and financial performance, identifying cost-control opportunities.
  • Prepare monthly cost reports, forecasts and commercial updates for client review.
  • Attend project meetings and provide commercial guidance to stakeholders.
  • Ensure compliance with contract requirements and industry practices.
  • Maintain post-contract commercial records throughout lifecycle.
  • Support wider project team to achieve commercial and delivery objectives.

Job description

About the role We are seeking an experienced Cost Manager to support the post-contract commercial management of a major development project in Riyadh Saudi Arabia Working closely with the client and wider project team you will be responsible for delivering comprehensive post-contract cost management services including cost reporting valuations variations payment applications change control and final accounts ensuring effective commercial control throughout the project lifecycle

Duties amp Responsibilities
  • Act as a key commercial contact for post-contract cost management activities supporting successful project delivery
  • Build and maintain strong relationships with the client consultants contractors and key stakeholders
  • Manage post-contract cost management activities including quantity measurement cost reporting valuations payment applications variations change management and final accounts
  • Review and assess contractor submissions valuations claims and cost proposals
  • Provide commercially sound advice on contractual matters variations and change control ensuring risks are identified and effectively managed
  • Monitor project costs budgets and financial performance proactively identifying opportunities to improve cost control
  • Prepare accurate monthly cost reports forecasts and commercial updates for client review
  • Attend project meetings and provide clear commercial advice and guidance to stakeholders
  • Ensure compliance with contract requirements project procedures and industry best practices
  • Maintain accurate post-contract commercial records and documentation throughout the project lifecycle
  • Support the wider project team to achieve the client s commercial and delivery objectives
Key Skills & Requirements:
  • Minimum 5+ years professional experience in Quantity Surveying / Cost Management.
  • Strong experience delivering post-contract cost management services, preferably within a consultancy environment.
  • Proven experience managing the commercial aspects of large-scale building and infrastructure projects.
  • Experience with early works packages, including earthworks, enabling works, and shoring / temporary works.
  • Experience working on building assets such as commercial developments, retail projects, hotels / hospitality, residential, and mixed-use developments.
  • Strong knowledge of quantity measurement, payment applications, cost reporting, variations, change management, and final accounts.
  • Good understanding of contractual and commercial principles.
  • Experience working with clients, consultants, and contractors in a client-facing environment.
  • Strong communication skills with the ability to confidently engage with senior stakeholders.
  • Ability to take ownership, demonstrate initiative, and lead commercial discussions.
  • Experience working in Saudi Arabia or the wider GCC market is preferred.
Qualifications & Training:
  • University degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • MRICS qualification preferred, or working towards chartership.
