Job summary
Norconsult Telematics is seeking an on-site HSE Specialist in Damascus Governorate, Syria, to implement and monitor the HSE Management Plan across OSP, data centre, and exchange building construction activities. You will lead inspections, RAMS reviews, PTW processes, and incident investigations to ensure zero harm and regulatory compliance.

Qualifications
- Bachelor’s degree or higher in health and safety, engineering, or related field.
- Minimum 5 years HSE site experience on large construction or infrastructure projects.
- NEBOSH IGC is the minimum; Diploma or equivalent preferred.
Responsibilities
- Implement and enforce the HSE Management Plan across construction activities.
- Conduct daily site safety inspections and hazard walks.
- Review RAMS, PTW, and toolbox talks before activities commence.
- Manage PTW for high-risk activities (height, confined space, hot work).
- Lead incident investigations with RCA and CAPA actions.
- Deliver HSE inductions for new personnel on site.
- Monitor compliance with emergency response and environmental controls.
- Compile weekly/monthly HSE performance reports for PMO.
