Job summary

SYSTRA on a major project in Dammam seeks an experienced HSE Engineer to support site delivery. You will work embedded with the client team to drive health, safety and environmental compliance across construction activities.

Responsibilities include implementing HSE management systems, leading inspections and audits, conducting risk assessments and permit-to-work reviews, and mentoring site crews to foster a proactive safety culture in line with Saudi regulations.

Qualifications

Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
8+ years of HSE experience on major infrastructure projects, ideally rail/metro or large linear transport works within Saudi Arabia.
NEBOSH IGC or equivalent; higher-level qualifications (Diploma, ASP/CSP) advantageous.
Experience in client-side or PMC environment overseeing contractors on multi-package programs.
In-depth knowledge of KSA HSE regulations, permitting, and authority requirements; familiarity with ISO 45001, ISO 14001.

Responsibilities

Deliver robust HSE oversight, assurance, and coaching on site to ensure safe, compliant progress on schedule-critical works.
Lead daily site inspections, safety walks, and audits for civil and track activities; issue findings and track close-out.
Coordinate risk assessments, permit-to-work, RAMS alignment; verify competency of personnel and equipment.
Monitor contractor compliance with emergency plans, incident reporting, investigations, and corrective actions.
Drive HSE culture through toolbox talks, inductions, and training; mentor supervisors and frontline crews.
