Job summary

Norconsult Telematics is seeking an experienced NOC Architect/Leader to define and govern the NOC operating model across fiber, Core, IT, and IXP domains. You will design staffing, tools, thresholds, and escalation for Day-1 readiness and MSP governance post-launch.

You will drive fault management, interface with change management, and set KPIs/SLA reporting, coordinating with field teams and MSP partners. English fluency is required; Arabic is a plus.

Qualifications

• Bachelor's degree in electrical engineering or related field.
• 10+ years in telecommunications network operations with significant NOC leadership.
• Experience designing or leading a NOC in carrier/wholesale environments.
• Experience defining alarm management and NOC tooling requirements.
• Strong English; Arabic is a plus.

Responsibilities

• Define the NOC operating model: structure, monitoring scope, processes, shifts, and escalation.
• Specify monitoring requirements: latency, jitter, loss, availability thresholds, alarms, tickets.
• Develop fault management: alarm handling, correlations, classifications, TAC escalation.
• Interface NOC with change management, maintenance visibility, and change impact monitoring.
• Define NOC tooling needs and real-time dashboard specs (OSS/NMS/EMS).
• Map interfaces between NOC, TAC, field teams, SecOC, applications, and MSPs.
• Specify NOC procedures for peering and interconnection across IXPs and subsea stations.
• Set NOC KPIs, SLAs, reporting framework; plan staffing and training.
• Oversee readiness validation, simulations, dry runs, acceptance criteria.
• Contribute to cross-functional OAT for Day-1 readiness; define IXP operating model.

Job description

Define and govern the NOC operating model, ensuring all front-office monitoring and L1 support functions across the fiber network, Core, IT (ITOC), and IXP domains are fully designed, staffed, tooled, and validated ahead of Day-1 launch. Post-launch, the role transitions to governing the MSP NOC function.

Job Description & Responsibilities:

• Define the NOC operating model -structure, monitoring scope, support processes, shift model, and escalation matrix.
• Define monitoring requirements - latency, jitter, packet loss, and availability thresholds triggering alarms, auto-tickets, and escalation.
• Define fault management framework - alarm handling / correlation, fault classification, prioritization, ticket creation, TAC escalation, threshold requirements across all monitored domains.
• Define the NOC interface to the change management process - planned maintenance visibility, change freeze enforcement, and network change impact monitoring.
• Define NOC tooling requirements including OSS, NMS, EMS, monitoring platforms, and real-time dashboard specifications.
• Define the interface model between the NOC, TAC, field teams, SecOC, Application Services, and MSPs.
• Define NOC procedures for carrier peering and interconnection monitoring across international exchange points and subsea landing stations.
• Define NOC KPIs, SLA requirements, and performance reporting framework.
• Define staffing levels, skills requirements, and training framework for NOC operators across all domains.
• Govern NOC readiness validation - oversee simulations, dry runs, and acceptance criteria sign-off.
• Participate in cross-functional OAT (Operational Acceptance Testing) to validate end-to-end NOC readiness for Day-1 launch.
• Define the IXP operating model - route server management procedures, peering policy governance, BGP fault handling, and member onboarding interface with the NOC.

Qualifications & Experience:

• Bachelor's degree in electrical engineering, or a related discipline.
• Minimum 10 years in telecommunications network operations, with significant NOC leadership experience.
• Strong experience designing or leading a NOC function in a carrier or wholesale infrastructure environment.
• Experience defining alarm management frameworks and NOC tooling requirements across converged network and IT environments.
• Greenfield or build-to-operate program experience is preferred.
• Strong knowledge of NOC operations, monitoring methodologies, and alarm management across network and IT domains.
• Experience with IXP operations including route server management, BGP monitoring, and peering policy governance.
• Familiarity with NMS/EMS platforms, IT monitoring tools, and ITSM systems.
• Strong analytical and problem-solving skills.
• Strong written and verbal communication in English; Arabic is an advantage.
• Experience with MSP governance, vendor performance management, and continual service improvement in NOC operations.
