Job summary

Qualifications

• Strong knowledge of Saudi commercial, labor, procurement and education regulations.
• Excellent contract drafting, review and negotiation skills.
• Solid legal research, analysis and risk assessment abilities.
• Proven communication and stakeholder management skills.
• Proficiency in Arabic and English, with high integrity.

Responsibilities

• Provide legal advice and opinions to university leadership and units.
• Draft, review, and negotiate contracts, MOUs, and other instruments.
• Monitor Saudi laws/regulations affecting higher education and advise leadership.
• Review policies and bylaws for regulatory alignment.
• Represent the University in litigation or coordinate with external counsel.
• Maintain legal case files, contracts registry, and documentation archive.
• Assess legal risks and recommend mitigation measures.
• Coordinate with external law firms, government entities, and regulators.
• Support committees with legal input on resolutions and regulations.
• Provide guidance on IP, data protection, procurement, employment, and student affairs.
• Deliver awareness/training on legal/regulatory requirements to staff.
• Prepare periodic reports on legal matters and risks for leadership.

UPM is looking for the highest Saudi caliber to fill the vacancy of Legal Consultant:

Functional Description:

To provide legal advice and support to the University's leadership and administrative units, draft and review contracts and legal instruments, ensure compliance with applicable Saudi laws and regulations, manage legal risk, and safeguard the University's legal interests in coordination with relevant internal and external parties.

Major Duties and Responsibilities:

• Provide legal advice and opinions to University leadership, colleges, and administrative units on legal, regulatory, and contractual matters.
• Draft, review, and negotiate contracts, memoranda of understanding, agreements, and other legal instruments to protect the University's interests.
• Monitor applicable Saudi laws, regulations, and ministerial decisions relevant to higher education and the University's operations, and advise leadership on their implications.
• Review the University's policies, procedures, and bylaws to ensure alignment with Saudi applicable laws and regulatory requirements.
• Represent the University, or coordinate with external legal counsel, in litigation, settlement, and administrative or regulatory proceedings.
• Manage and maintain the University's legal case files, contracts registry, and legal documentation archive.
• Assess legal risks associated with University decisions, initiatives, and agreements, and recommend appropriate mitigation measures.
• Coordinate with external law firms, government entities, and regulators on legal matters requiring outside expertise or official liaison.
• Support University committees and governance bodies by providing legal input on resolutions, regulations, and administrative decisions.
• Provide legal review and guidance on matters related to intellectual property, data protection, procurement, employment, and student affairs to ensure alignment with Saudi applicable laws and regulatory requirements.
• Deliver awareness and training sessions to University staff on relevant legal and regulatory requirements.
• Prepare periodic reports on legal matters, risks, and case status for University leadership.
• Ensure compliance with approved University policies and procedures and undertake any other legal-related duties assigned by the Line Manager.

Required Education, Skills and Experience:

• Bachelor's degree in Law is required; a Master's degree in related field is preferred.
• Valid license to practice law in the Kingdom of Saudi Arabia is a plus.
• Minimum of 5 years of relevant legal experience in supervisory or lead position, preferably experience in the higher education sector.
• Strong knowledge of Saudi commercial, labor, procurement, and higher education regulations.
• Contract drafting, review, and negotiation skills.
• Legal research and analysis.
• Risk assessment and compliance management.
• Communication, negotiation, and stakeholder management skills.
• Proficiency in Microsoft Office and legal research tools/databases.
• Excellent written and verbal communication skills in Arabic and English.
• High level of integrity, professionalism, and confidentiality.
