Job summary

Parsons is hiring a Lead QA Engineer for a site-based Construction Supervision team in Riyadh, Saudi Arabia. The role focuses on independent, end-to-end QA/QC oversight for a landmark destination development, coordinating with engineering, procurement, testing and handover activities.

The successful candidate will lead QA/QC programs, audits, and continuous improvement efforts while ensuring compliance with client standards and Parsons requirements.

Qualifications

• Bachelor's degree in engineering or quality-related field.
• Minimum 15 years of QA or construction supervision experience.
• Experience on large-scale, multidisciplinary infrastructure or building projects.

Responsibilities

• Provide QA/QC leadership across the project using Parsons QA/QC framework.
• Establish and maintain project Quality Manuals, plans and procedures.
• Conduct independent audits and ensure compliance with client and Parsons standards.
• Prepare quality performance reports, dashboards and management summaries.
• Coach and mentor junior Quality Engineers and support teams.

Job Description:

Parsons is looking for an exceptionally talented Lead QA Engineer to join our site-based Construction Supervision team on a major landmark development project in Riyadh. The project comprises the design, enabling, and main works for a large-scale destination development featuring several iconic assets, hospitality facilities, and supporting infrastructure. Delivered under a client governance framework with stringent programme, quality, safety, and sustainability requirements, the Construction Supervision Consultant (CSC) is responsible for providing independent, end-to-end supervision and management, ensuring that all works are completed, integrated, tested, commissioned, and handed over to support both successful operations and long-term legacy objectives.

What You'll Be Doing:

• Provide Quality Systems support using the Parsons Quality Management System as the basis for process development, optimization, procedure development, data collection, reporting, and quality training.
• Support client pre-bid, bid, contract planning, and project mobilization activities, as directed.
• Establish project and programme Quality Management Systems, including quality plans, manuals, procedures, inspection frameworks, and audit schedules.
• Plan and conduct independent audits across project functions and ensure compliance with approved QA/QC programmes.
• Review project documents, witness audited activities, prepare audit checklists, and issue formal audit reports.
• Analyse audit findings to assess overall programme quality performance and identify recurring issues, trends, and opportunities for improvement.
• Promote and maintain a consistent Corrective Action/Preventive Action, Non-Conformance Report, and quality-observation tracking system.
• Monitor the timely closeout and effectiveness verification of corrective and preventive actions.
• Ensure compliance with Parsons' quality requirements, client standards, contract requirements, and approved project procedures.
• Prepare, review, update, and maintain project and programme Quality Manuals, Quality Plans, procedures, forms, and other quality-system documentation.
• Review and approve quality-related documents prepared by internal teams, contractors, consultants, and other external organizations.
• Provide quality support to project and construction management, including interfaces between engineering, procurement, construction, testing, commissioning, and handover activities.
• Perform statistical process control and evaluate quality performance data to identify trends, risks, and areas requiring management attention.
• Prepare quality performance reports, dashboards, metrics, and management summaries.
• Support quality-management reviews, lessons-learned workshops, and continual-improvement initiatives.
• Provide technical guidance, coaching, and mentoring to lower-level Quality Engineers and Quality personnel.
• Coordinate with construction supervision, engineering, testing and commissioning, document control, and client representatives to ensure effective quality-system implementation.
• Perform other responsibilities associated with the position as appropriate.

What Required Skills You'll Bring:

• Bachelor's degree in Engineering, Construction Management, Quality Management, or a related discipline.
• Minimum of 15 years of relevant experience in quality assurance, quality management systems, construction supervision, or major infrastructure and building projects.
• Experience working on large-scale, complex, multidisciplinary construction or destination-development projects.

What Desired Skills You'll Bring:

• Professional certification such as ISO 9001 Lead Auditor, CQI/IRCA, ASQ, or equivalent .
• Membership of a recognized engineering or quality professional body.
• Experience with major programmes in Saudi Arabia or the wider Middle East.
• Experience supporting testing, commissioning, integrated systems, and project handover.
• Knowledge of statistical process control and quality-performance analytics.
• Previous experience working for a construction supervision consultant, programme management consultant, or client representative.
