Job summary

Parsons seeks a seasoned QA/QC Manager to lead the quality function on a major infrastructure supervision project in Saudi Arabia. The role requires establishing and maintaining a robust QMS across roads, tunnels, utilities and bridges, aligned with client expectations.

You will review contractor QA/QC documentation, manage NCRs and corrective actions, and oversee audits and testing on site while mentoring the supervision team to a strong quality culture.

Qualifications

• Bachelor's degree in Civil Engineering or related field.
• 10+ years in construction supervision with at least 10 years in a QA/QC role on major infrastructure projects.
• Knowledge of ISO 9001, QA/QC procedures and international standards.
• Experience with roads, tunnels, utilities, bridges and related civil works.
• Strong leadership, communication and analytical skills.
• Proficient in English, both spoken and written.

Responsibilities

• Lead the QA/QC team and oversee quality activities across all construction phases.
• Develop and manage the project QA/QC Plan aligned to standards and client requirements.
• Review contractor QA/QC docs including ITPs and material submittals.
• Monitor contractor compliance and ensure inspections and testing are carried out.
• Lead quality audits and coordinate third-party testing.
• Manage NCRs, observations and corrective actions.
• Prepare quality reports and dashboards for senior management and client review.
• Provide guidance to the supervision team to promote quality culture.
• Liaise with client, contractor and Parsons' team to resolve issues.

Job Description

Parsons is seeking an experienced and proactive QA/QC Manager to lead the quality function on a major infrastructure construction supervision project. The QA/QC Manager will be responsible for establishing, implementing, and maintaining a robust quality management system (QMS) across all disciplines including roads, tunnels, utilities, and bridge works.

What You'll Be Doing:

• Lead the QA/QC team and oversee quality assurance and control activities throughout all phases of construction.
• Develop, implement, and manage the project-specific Quality Management Plan (QMP) aligned with Parsons' corporate standards and client requirements.
• Review and approve contractor's QA/QC documentation including ITPs, method statements, materials submittals, and quality procedures.
• Monitor the contractor's compliance with quality standards and ensure proper execution of inspections and testing protocols.
• Lead quality audits and surveillance inspections on-site and coordinate third-party laboratory and field testing.
• Manage the issuance, tracking, and closure of NCRs, observations, and corrective/preventive actions.
• Prepare and present quality reports and dashboards for senior management and client review.
• Provide guidance and training to the supervision team to promote a strong quality culture.
• Liaise with the client, contractor, and Parsons' engineering team to resolve quality-related issues.

What Required Skills You'll Bring:

• Bachelor's degree in Civil Engineering or a related field.
• Minimum 10 years of experience in construction supervision with at least 10 years in a QA/QC role on major infrastructure projects.
• In-depth knowledge of quality management systems (e.g., ISO 9001), QA/QC procedures, and international construction standards.
• Experience with infrastructure works including roads, cut and cover tunnels, utilities, building, process plant and related civil elements.
• Strong leadership, communication, and analytical skills.
• Proficient in English, both spoken and written.

What Desired Skills You'll Bring:

• ISO 9001 Lead Auditor certification or equivalent quality credential.
• Previous experience on infrastructure programs in the GCC region.
• Familiarity with digital QA/QC tools and inspection management platforms.
