Job summary

AtkinsRéalis is seeking an senior IT/Telecom Infrastructure leader to oversee Riyadh Bus Project Data Center and telecom operations. You will manage lifecycle maintenance, act as Owner’s representative, and lead a multidisciplinary team to ensure high availability and regulatory compliance across large-scale public infrastructure.

The role requires 15+ years in data center and telecom environments, strong vendor management, and English proficiency; Arabic is a plus.

Qualifications

• Bachelor's degree in a related engineering discipline.
• Minimum 15 years of progressive experience in design, operation, maintenance, and management of Data Centers and Telecom Infrastructure in large, complex environments.
• Experience managing major infrastructure, transportation, smart city, or public-sector projects.
• Strong knowledge of data center technologies, network architectures, telecom systems, and operational support environments.
• Excellent written and verbal English; Arabic language skills beneficial.

Responsibilities

• Oversee operation, maintenance, and lifecycle management of Riyadh Bus Project’s Data Center and Telecom infrastructure for high availability and reliability.
• Act as Owner’s representative for IT and Telecom operational matters, ensuring compliance with SLAs and KPIs.
• Manage and provide direction to the IT and Telecom O&M Contractor to ensure services meet contract obligations.
• Lead a multidisciplinary team of specialists, engineers, inspectors, and technical experts.
• Develop performance management frameworks, dashboards, and reporting to measure contractor and system performance.
• Implement proactive maintenance strategies to maximize system availability and minimize downtime.
• Monitor telecom systems including fiber, WAN/LAN, wireless, CCTV, and passenger information systems.
• Oversee Data Center operations: servers, storage, virtualization, DR, and network infrastructure.
• Ensure compliance with cybersecurity regulations and risk management in Saudi Arabia.
• Coordinate with stakeholders and authorities to ensure seamless IT/Telecom operation.
• Review and approve maintenance plans, procedures, and asset documentation.
• Identify operational risks and develop business continuity strategies.
• Support future technology upgrades and digital transformation initiatives.

The successful candidate will be a key member of the Owner’s IT and Telecom Infrastructure team, responsible for overseeing the operation, maintenance, performance, and continuous improvement of the Project mission-critical Data Center and Telecom systems. The role requires strong technical expertise, leadership capabilities, and experience managing complex infrastructure operations within large-scale transportation or public infrastructure environments.

Key Roles and Responsibilities:

• Lead and oversee the operation, maintenance, and lifecycle management of the Riyadh Bus Project’s Data Center and Telecom infrastructure, ensuring high availability, reliability, and operational excellence.
• Act as the Owner’s representative for all IT and Telecom operational matters, ensuring compliance with contractual obligations, project requirements, and industry best practices.
• Manage, supervise, and provide technical direction to the IT and Telecom Operations & Maintenance (O&M) Contractor, ensuring services are delivered in accordance with agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
• Lead a multidisciplinary team of specialists, engineers, inspectors, and technical experts responsible for monitoring and auditing the performance of IT and Telecom assets and associated maintenance activities.
• Establish and implement performance management frameworks, monitoring tools, KPI dashboards, and reporting mechanisms to measure contractor effectiveness and system performance.
• Ensure proactive maintenance strategies are implemented to maximize system availability, minimize downtime, and improve asset reliability.
• Monitor and manage telecom systems, including fiber optic networks, communication infrastructure, WAN/LAN networks, wireless systems, CCTV, passenger information systems, and other operational technologies supporting public transport services.
• Oversee Data Center operations, including servers, storage systems, virtualization platforms, backup and disaster recovery solutions, and network infrastructure.
• Ensure compliance with all applicable cybersecurity regulations, standards, and policies within the Kingdom of Saudi Arabia, including risk management, vulnerability assessments, incident response, and security audits.
• Coordinate with internal stakeholders, contractors, consultants, and government authorities to ensure seamless operation and integration of IT and Telecom systems.
• Review and approve maintenance plans, technical reports, operational procedures, and asset management documentation.
• Identify operational risks and develop mitigation strategies to ensure business continuity and uninterrupted transport services.
• Support future technology upgrades, system enhancements, and digital transformation initiatives across the project.

Qualifications and Education :

• Bachelor’s Degree in Electronics Engineering, Telecommunications Engineering, Computer Engineering, Information Technology, or a related engineering discipline.
• Professional certifications in Data Center Management, Telecommunications, Network Infrastructure, Cybersecurity, or Project Management are considered a strong advantage.
• Minimum 15 years of progressive experience in the design, operation, maintenance, and management of Data Centers and Telecom Infrastructure within large and complex environments.
• Demonstrated experience managing major infrastructure, transportation, smart city, or public-sector projects.
• Strong understanding of Data Center technologies, network architectures, telecom systems, and operational support environments.
• Sound knowledge of cybersecurity frameworks, regulations, and compliance requirements applicable in the Kingdom of Saudi Arabia.
• Experience within public transportation, metro, bus, rail, airport, or similar transit projects is highly desir able.

Mandatory Skills and Competencies:

Preferred Experience :

• Experience in Bus Rapid Transit (BRT), Metro, Rail, Smart Mobility, or Intelligent Transportation Systems (ITS).
• Familiarity with international standards and best practices related to Data Centers, Telecommunications, Cybersecurity, and Public Transport Infrastructure.
