Job summary

Jeddah Central Development Company (JCDC) is seeking an IT Solutions Director to plan, direct and oversee the design, development, and implementation of organizational information systems and software applications for all JCDC operations. You will lead solutions offerings, upgrade business systems, ensure cybersecurity, and align IT with strategic goals.

The role requires a Bachelor's in IT/CS and at least 12 years of experience, including 3 years in a leadership position, with strong English

Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Business Information Systems, or any related field from a reputable university. (Master’s degree is preferred).
• 12 years of experience in a similar field – 3 years in managerial role.
• Excellent knowledge of Information Technology Management, leads projects, contributes strategically.
• Excellent use of English (must) and Arabic language (preferred).
• Excellent verbal and written communication and presentation skills, with the ability to effectively present information.

Responsibilities

• Oversee development & implementation processes to ensure that overall architecture and system integration are properly aligned with JCDC’s needs.
• Monitor IT project methodology and framework including detailed project scope, resources, outsourcing strategy, cost schedule, risk management plan, testing plan, etc.
• Oversee the planning, implementation and maintenance of Information Technology applications to meet operations requirements.
• Identify potential integration needs with IT systems/databases of external stakeholders to ensure flow of information.
• Ensure applications’ development and maintenance align with business requirements and strategies.
• Ensure IT Security & Cybersecurity requirements are met for each project.
• Plan and deliver ERP enhancements to meet organization requirements.
• Oversee evaluation of existing solutions and upgrade plans to enhance system performance.
• Liaise with external contractors to design, develop, deploy, and configure systems as per specs.

IT Solutions Director

To plan, direct and oversee the design, development, and implementation of different organizational information systems and software applications to offer workable solutions to all JCDC operations. To lead solutions offerings and upgrade existing business systems and applications and direct post implementation optimization.

Key Accountabilities

IT Solutions Management

• Oversee development & implementation processes to ensure that overall architecture and system integration are properly aligned with JCDC’s needs.
• Monitor IT project methodology and framework including development of detailed project scope and user requirements, resources needed, outsourcing strategy, cost schedule, risk management plan, testing plan etc., to ensure projects are executed within the quality, time, and approved costs and IT as per Security & Cybersecurity requirements.
• Oversee the planning, implementation and maintenance of Information Technology applications to ensure that all necessary systems are in place to meet the requirements of operations.
• Identify potential integration needs with the IT systems / applications / databases of external stakeholders (e.g., developers, etc.) to ensure effective flow of information.
• Ensure that applications’ development, provisioning, and maintenance of appropriate technologies is aligned and consistent to business requirements and strategies.
• Ensure IT Security & Cybersecurity requirements are met for each project.
• Plan and ensure proper delivery of technology initiatives for enhancement of existing ERP systems to ensure that systems meet the organization requirements.
• Oversee the technical evaluations of existing solutions and ensure priorities are assessed and defined to determine upgrade plans to enhance system performance.
• Liaise with external contractors to design, develop, deploy, and configure the necessary systems as per the specifications and the collected users’ requirements and monitor their progress and compliance to the plans.

IT Solution Services Operations

• Oversee the establishment and maintenance of necessary IT procedures & policies and ensure all systems are supported by documentation and manuals.
• Lead the assessment of overall performance of IT solutions and support to recommend continuous improvement and meet the changing needs of JCDC.
• Collaborate with Procurement, with suppliers and sub-contract service providers for the maintenance of IT solutions ensuring regular schedules are adhered to and that external technical is support is available when needed.
• Lead the effective provision of system access, application support and live simulation/troubleshooting of IT applications to maintain uninterrupted operations.

Strategy Development and Implementation

• Develop and direct the implementation of the department strategy, ensuring alignment with the divisional strategy, JCDC’s vision, mission, and corporate objectives.
• Ensure that department strategy and related strategic plans are developed and implemented in accordance with the organization's vision and mission.
• Ensure the provision of subject matter expertise for the assigned domain and provide counsel to JCDC leadership on all related areas to facilitate the achievement of JCDC’s strategy and divisional strategies

Leadership

• Manage the effective achievement of assigned objectives through the leadership of the assigned section by setting individual objectives, managing performance, and developing and motivating staff to maximize sectional performance.
• Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and ensuring talent availability fits business requirements.

Budgeting and Financial Performance

• Oversee the consolidation, recommend the department budget, and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.

Policies, Systems, Processes & Procedures

• Develop and lead the implementation of the department’s policies, systems, processes, procedures, and controls so that all relevant procedural/legislative requirements are fulfilled while consistently delivering quality, cost-effective service.

Change Management

• Lead the management of change through continuous improvement of department systems, processes, and practices considering global standards and changes in the business environment, which demand proactive action plans.

Reporting

• Ensure that all sectional reports are prepared timely and accurately and meet JCDC requirements, policies, and quality standards.

Qualification, Experience, & Skills

Minimum Qualifications
