Job summary

Tuwaiq Casting & Forging is seeking an experienced Industrial Workforce Recruiter to lead end-to-end recruitment, mobilisation, and deployment of SMP personnel within the manpower plan. You will coordinate with SMP suppliers, Hiring Managers, and internal stakeholders to source, select, mobilise, and report manpower needs.

Qualifications

Responsibilities

• Validate SMP requirements against the approved manpower plan and coordinate with suppliers.

Job description

Tuwaiq Casting & Forging is seeking a detail-oriented and experienced Industrial Workforce Recruiter to join the Talent Acquisition Department. Reporting to the Talent Acquisition Manager, this role is responsible for managing and coordinating the end-to-end recruitment, mobilisation, deployment, and workforce administration of SMP personnel in line with the approved manpower plan and business requirements. The role coordinates with approved SMP suppliers, Hiring Managers, and relevant internal stakeholders to ensure manpower requirements are properly sourced, selected, mobilised, deployed, tracked, and reported. The role also supports SMP commercial and invoice controls by verifying workforce records, job categories, approved hourly rates, supporting documents, and related data prior to invoice processing.

Key Responsibilities

SMP Manpower Planning & Requirement Control

• Validate SMP requirements against the approved manpower plan before release to suppliers, including Position ID, job title, job description, headcount, job category, and required approvals
• Ensure any changes to approved positions, titles, categories, or headcount are properly documented and approved before recruitment proceeds.

SMP Recruitment, Interviews & Campaigns

• Coordinate with approved SMP suppliers and Hiring Managers on manpower requirements, candidate criteria, job categories, and timelines
• Review candidate submissions; coordinate and attend interviews, technical assessments, and trade tests; document evaluation and selection decisions
• Support local and international recruitment campaigns, standby pools, replacements, and supplier sourcing follow-up.

Candidate Documentation, Mobilisation & Deployment

• Ensure required recruitment and mobilisation documents are complete and maintained
• Coordinate medical status, visa and travel arrangements, arrival dates, onboarding requirements, and deployment readiness
• Follow up on delays and ensure all required mobilisation and deployment steps are completed, including minimum required safety induction and training
• Maintain key arrival, joining, work-start, and deployment dates.

SMP Workforce Administration & Reconciliation

• Maintain accurate active SMP workforce records and movements, including supplier, position, department, job category, joining and work-start dates, replacements, transfers, releases, resignations, and status changes
• Reconcile company records with supplier reports, resolve discrepancies, and ensure personnel remain aligned with the approved position, job title, and applicable category covering Labour, Skilled Worker, Supervisor, and Engineer.

SMP Invoice & Commercial Verification

• Review and verify SMP invoices against actual workforce records, approved contractual terms, and supporting documents before routing for approval
• Verify employee status, job title and category, work-start date, billing period, working hours, and other relevant information
• Ensure the hourly rate matches the approved job category and contractual rate; resolve discrepancies with suppliers and retain supporting verification records.

Reporting, Supplier Performance & Compliance

• Prepare regular SMP reports covering approved manpower, vacancies, recruitment progress, candidate and mobilisation status, active headcount, workforce movements, and invoice status
• Monitor supplier performance and recurring issues; maintain traceable records for management and audit purposes
• Provide regular updates and risk escalation to the Talent Acquisition Manager
• Support supplier reconciliation and review meetings through closure of pending actions.

Requirements

Education

• Bachelor's degree in Human Resources, Business Administration, or a relevant field
• Relevant professional certification is preferred.

Experience

• Minimum 8 years of relevant experience in recruitment, industrial workforce hiring, manpower supply, or a similar role
• Experience in industrial, manufacturing, construction, oil and gas, or a similar environment is preferred
• International recruitment and mobilisation experience is an advantage.

Technical Competencies

• Good knowledge of SMP recruitment, supplier coordination, mobilisation and onboarding, workforce reconciliation, recruitment campaigns, interviews, trade tests, and invoice verification
• Strong Microsoft Office skills, particularly Excel
• Experience using ATS, ERP, or other workforce management systems
• Strong reporting, data accuracy, coordination, follow-up, and problem-solving skills.
