Job summary

WSP Riyadh is seeking an experienced HSE Officer to embed health, safety and environmental policies across projects, sites and offices in Saudi Arabia. You will ensure compliance with local and international rules and lead RAMS reviews, inspections, audits and training.

You will work with project teams and contractors to drive continuous safety improvements, prepare monthly HSE reports with KPIs, and promote a strong safety culture through leadership and engagement on all sites.

Qualifications

  • Bachelor's degree in engineering or related field
  • NEBOSH IGC required
  • Minimum 5 years’ experience on infrastructure projects (preferably pumping stations and storage tanks)

Responsibilities

  • Assist in ensuring project compliance with WSP’s HSEQ Management System and client requirements to protect personnel, assets and environment.
  • Monitor implementation of health, safety and environmental arrangements at the site to ensure legal, client and company standards.
  • Review and approve RAMS before work commencement.
  • Conduct regular HSE inspections and audits and ensure corrective actions are closed out.
  • Initiate and test emergency response plans and drills as per standards and legal requirements.
  • Follow up on contractors’ incident investigations and verify root cause analysis and corrective actions.
  • Provide technical HSE guidance to project teams, contractors and stakeholders for safety improvements.
  • Conduct HSE meetings, toolbox talks and workshops to promote safety awareness.
  • Liaise with regulatory authorities to ensure compliance with regulations.
  • Prepare and submit monthly HSE reports with KPIs, incidents and safety initiatives.
  • Promote a strong safety culture through leadership and site engagement.
  • Monitor environmental aspects and ensure compliance with environmental management requirements.
  • Assist in delivering HSE training to employees, supervisors and contractors.
  • Track and analyze HSE performance trends and provide improvement recommendations.
  • Proficiency in Microsoft Office applications; strong communication skills to influence.

Job Description

As a HSE Officer you have to ensure that Health & Safety policies and procedures are effectively embedded across the projects, sites and office environments in compliance with local and international rules and regulations.

Responsibilities
  • Assist in ensuring that the project complies with WSP’s HSEQ Management System and the client’s HSEQ requirements to protect personnel, assets, and the environment.
  • Monitor and evaluate the implementation of health, safety, and environmental arrangements at the project site to ensure compliance with legal, client, and company standards.
  • Review and approve contractors’ health, safety, and environmental plans, risk assessments, and method statements (RAMS) before work commencement, ensuring alignment with legal and client requirements.
  • Conduct regular HSE inspections and audits, ensuring all findings are documented and corrective/preventive actions are effectively implemented and closed out.
  • Initiate, coordinate, and test emergency response plans, ensuring scheduled drills are conducted as per project performance standards and legal requirements.
  • Follow up on contractors’ incident investigations, verifying root cause analysis, corrective actions, and preventive measures to prevent recurrence.
  • Provide technical HSE guidance and support to project teams, contractors, and stakeholders to ensure continuous improvement in safety performance.
  • Conduct regular HSE meetings, toolbox talks, and workshops to promote safety awareness and engagement at all levels.
  • Assist in liaising with regulatory and enforcement authorities to ensure compliance with applicable regulations and requirements.
  • Prepare and submit accurate and detailed monthly HSE reports, capturing key performance indicators (KPIs), incidents, and safety initiatives.
  • Promote a strong safety culture through visible leadership, proactive risk management, and engagement with site personnel.
  • Monitor and evaluate environmental aspects and impacts, ensuring compliance with sustainability and environmental management requirements.
  • Assist in developing and delivering HSE training sessions for employees, supervisors, and contractors to enhance competency and awareness
  • Track and analyze HSE performance trends, providing recommendations for continuous improvement.
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Visio.

Qualifications
  • Bachelor’s degree in engineering or a relevant subject.
  • Relevant Health and Safety qualifications, with a minimum of NEBOSH International General Certificate (IGC).
  • Minimum of 5 years’ experience in dealing with infrastructure projects. preferably involving pumping station and storage tanks.
