Job summary

Thehseleader is seeking a Site HSE Specialist to implement and monitor health, safety, and environmental requirements for earthworks, deep excavation, and related construction activities in Makkah. The role emphasizes excavation safety, ground stability, heavy equipment operations, and prevention of workplace incidents.

The successful candidate will ensure compliance with Saudi regulations, client requirements, and approved HSE plans, and will lead toolbox talks, risk assessments, and incident

Qualifications

• Diploma or degree in OHS or related field.
• NEBOSH IGC is required.
• Additional safety certifications are a plus.

Responsibilities

• Implement and monitor HSE plans for earthworks and excavation.
• Conduct daily site inspections to identify unsafe conditions.
• Monitor trench protection, ground stability, and access/egress.
• Ensure permits and approvals are in place before work starts.
• Coordinate with teams and contractors to resolve safety concerns.
• Record incidents, near misses, and enforce corrective actions.
• Deliver toolbox talks and safety inductions for workers.
• Ensure PPE usage and site safety rule compliance.
• Manage waste, dust suppression, and environmental controls.
• Prepare HSE reports and maintain safety records.

Education

NEBOSH International General Certificate (IGC)

Diploma or Bachelor's in Occupational Health & Safety or related

First aid certification

Incident investigation certification

Construction safety certification
