Job summary

WSP USA in Saudi Arabia seeks an experienced HSE Lead to oversee health, safety and environmental performance across a major construction supervision project in the West of Riyadh.

The successful candidate will lead the site HSE function, work closely with the supervision team and contractors, and promote a proactive safety culture that ensures compliance with project requirements, Saudi regulations, and international best practices.

Qualifications

• Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or related discipline.
• Minimum 20 years of experience in construction projects, with large-scale infrastructure/buildings/mixed-use development.
• Experience as HSE Lead/Senior HSE Manager on construction supervision projects.
• Professional qualifications: NEBOSH International Diploma, NEBOSH IGC, IOSH Managing Safely, or equivalents.
• Strong knowledge of Saudi Arabian HSE regulations and international standards.
• Experience managing contractor safety in a consultant-led supervision environment.
• Fluent English; Arabic language skills are advantageous.

Responsibilities

• Lead all Health, Safety and Environmental activities across the project.
• Monitor contractor compliance with HSE plans, procedures, risk assessments, and method statements.
• Conduct site inspections, audits, and safety assessments to identify hazards and verify compliance.
• Drive proactive safety initiatives and promote a safety culture among all project stakeholders.
• Review and approve contractor HSE documentation, including safety plans and emergency response plans.
• Investigate incidents, accidents, near misses, and unsafe acts, and implement corrective actions.
• Lead toolbox talks, safety campaigns, awareness programs, and HSE meetings.
• Track and report project HSE performance metrics, trends, and compliance statistics.
• Interface with clients, authorities, contractors, and project leadership on all HSE matters.
• Support emergency preparedness planning and ensure effective response procedures.
• Mentor and manage HSE officers and inspectors assigned to the project.

• Strong knowledge of Saudi Arabian HSE regulations and international standards.

• Experience managing contractor safety performance within a consultant-led supervision environment.

• Excellent communication, leadership, stakeholder management, and reporting skills.

• Ability to influence safe behaviors and drive continuous improvement across large project teams.

• Fluency in English is required; Arabic language skills are advantageous.
