Saudi Gold Refinery (SGR) is seeking a HR Operations Manager in Tathleeth, Saudi Arabia to lead the administrative and compliance functions for our growing mining and refining workforce. This role ensures accurate payroll processing, strict adherence to Saudi labor laws, and efficient management of government portals such as Qiwa and Mudad. The successful candidate will support SGR’s Vision 2030 alignment by maintaining robust Saudization compliance and operational excellence in a remote industrial setting.
The HR Operations Manager will report directly to the VP of HR and will play a key role in stabilizing HR processes for both corporate and plant‑based employees. This position drives data integrity, vendor performance, and regulatory compliance to support SGR’s expansion in gold exploration and production.
The HR Operations Manager will be responsible for the following key areas:
The role manages the end‑to‑end monthly payroll cycle, ensuring accurate calculation of salaries, shift differentials, and overtime for all employees.
This position maintains full compliance with MHRSD regulations by managing Qiwa contracts, Mudad wage files, and GOSI subscriptions.
The manager oversees the visa and residency lifecycle for expatriate staff through Muqeem and Absher to prevent legal violations.
This role ensures data integrity within the HRIS platform by conducting regular audits and updating employee records promptly.
The position manages relationships with medical insurance providers and payroll vendors to ensure service quality and cost control.
This role monitors Nitaqat ratios and implements hiring strategies to maintain or improve the company’s Saudization tier.
The manager generates monthly HR metrics reports on headcount, turnover, and labor costs for senior leadership review.
This position enforces HR policies and procedures consistently across all departments and site locations.
The role facilitates smooth onboarding and offboarding processes including asset recovery, final settlements, and exit formalities.
This position maintains organized digital and physical employee files to ensure readiness for internal and external audits.
