Job summary

AlBalad AlAmeen for Development and Urban Regeneration is seeking a senior program leader to plan, develop, and execute Hajj and Umrah programs in alignment with organizational goals. You will manage operations, partnerships, and contract oversight to ensure service quality and financial sustainability.

The role requires extensive experience in program or operations management, a strong grasp of regulatory requirements for Hajj and Umrah, and proven leadership and stakeholder engagement skills.

Qualifications

• Bachelor's degree in Business Administration, Public Administration, Tourism, Hospitality Management, Project Management, or a related field.
• Master's degree is preferred.
• Minimum of 8 years of relevant experience in program, project, or operations management.
• At least 3 years in a managerial or leadership position.

Responsibilities

• Develop annual operational plans for Hajj and Umrah programs in line with organizational objectives.
• Establish program goals, performance indicators, and financial targets, and monitor their achievement.
• Assess existing programs and identify opportunities for improvement, growth, and expansion.
• Ensure alignment of programs with national priorities and the organization's strategic direction.
• Oversee the operational and technical performance of Hajj and Umrah programs.
• Coordinate with internal departments and stakeholders to ensure effective program delivery.
• Ensure compliance with all applicable regulations, policies, and standards related to Hajj and Umrah operations.
• Monitor safety and risk management measures to ensure the well-being of pilgrims.
• Address operational challenges and governance issues and escalate them when necessary.
• Build and maintain relationships with government entities, strategic partners, and service providers.
• Coordinate with local and international suppliers to ensure operational readiness and service excellence.
• Negotiate, manage, and oversee contracts and service agreements; monitor vendor performance and ensure quality service delivery and contractual compliance.
• Prepare and submit periodic reports on program performance, including quarterly, semi-annual, and annual reports.
• Monitor KPIs, analyze performance trends, and implement corrective actions when required.
• Measure the economic, service, and social impact of programs upon completion.
• Analyze operational revenues and returns on investment and provide recommendations for improvement.
• Present recommendations to senior management regarding program sustainability, enhancement, and future development.

Job Purpose:

Key Responsibilitie:

Program Planning and Management
