Define and govern the field operations model covering outside plant, subsea CLS, and on-site maintenance, ensuring all field procedures, resourcing, and tooling requirements are fully designed, validated, and ready for Day-1 launch. Post-launch, the role transitions to governing the MSP Field Operations function.
Job Description & Responsibilities:
- Define the field operations model — structure, regional coverage, dispatch model, and interface with NOC and TAC.
- Define field maintenance procedures for outside plant (fiber, civil, access) and subsea CLS, including marine maintenance coordination, and terrestrial long-haul DWDM infrastructure.
- Define field dispatch procedures, SLA-driven response time requirements, and escalation paths.
- Define field workforce management tooling requirements and mobile workforce platform specifications.
- Define spare parts management framework and logistics requirements.
- Define staffing levels, skills requirements, and training framework.
- Govern field readiness validation — commissioning, readiness reviews, and acceptance sign-off.
- Define field operations KPIs — dispatch response times, MTTR, first-time fix rate, and SLA compliance by route.
- Define DR (Disaster Recovery) and BC (Business Continuity) requirements for field operations and outside plant restoration.
- Participate in cross-functional OAT (Operational Acceptance Testing) to validate end-to-end field operations readiness for Day-1 launch.
Post-Launch Governance:
- Monitor MSP field operations performance against agreed SLAs — response times, MTTR, and dispatch compliance.
- Review and approve changes to field maintenance procedures and dispatch models.
- Lead periodic field operations governance reviews and drive corrective action on gaps.
- Validate MSP spare parts availability and logistics readiness for SLA-critical routes.
- Drive continual service improvement (CSI) for field operations — identify recurring fault patterns and dispatch inefficiencies, commission improvement initiatives, and validate outcomes.
- Govern vendor and MSP contract performance related to field services, including remediation tracking for persistent SLA orogistics gaps.
Qualifications & Experience:
- Minimum 10 years in telecommunications field operations or outside plant management.
- Experience designing field operations models for carrier-grade infrastructure.
- Knowledge of fiber/DWDM outside plant, CLS operations, and field maintenance.
- Experience defining workforce management and dispatch tooling requirements.
- Greenfield or build-to-operate program experience is advantageous.
- Experience with subsea cable landing station operations and marine cable maintenance coordination.
- Strong knowledge of field operations and outside plant maintenance.
- Familiarity with workforce management platforms and field service tools.
- Strong written and verbal communication in English; Arabic is an advantage
