Qualifications

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.
  • Minimum 10 years of progressive experience in cost estimation and commercial management.
  • Strong background in heavy civil engineering, infrastructure, buildings, or mega-construction programs.
  • Experience managing estimates for large-scale and high-value capital projects.
  • Ability to prepare conceptual estimates from limited design information and detailed estimates from developed documentation.
  • Strong understanding of civil, structural, MEP, utilities, construction methods, and procurement strategies.
  • Practical knowledge of cost benchmarking, market testing, escalation, productivity, logistics, and contractor pricing.
  • Experience conducting quantitative risk analysis and probabilistic estimating.
  • Advanced proficiency with Candy CCS, Cleopatra Enterprise, CostX, Timberline, or comparable estimating software.
  • Advanced Microsoft Excel skills for cost modeling, sensitivity analysis, reconciliation, and reporting.
  • Strong ability to prepare clear Basis of Estimate documentation and executive cost presentations.

Responsibilities

  • Create Basis of Estimate documentation with assumptions and sources.
  • Build regional cost databases for labor, materials, and logistics.
  • Monitor supply chain, pricing, inflation, and market capacity.
  • Benchmark against comparable projects and conduct risk analyses.
  • Participate in tender evaluations and negotiations.
  • Recommend contingencies based on design maturity and market conditions.
  • Coordinate with project controls to align budgets and forecasts.
  • Present estimates and risk allowances to leadership.
  • Mentor estimators and drive QA for estimating tools and workflows.

Job Overview

Estimating Manager – Capital Costs responsible for leading conceptual, definitive, and detailed estimating for major infrastructure, building, civil, structural, and MEP packages in Tabuk, Saudi Arabia. Tasks include providing risk‑adjusted financial forecasts, market intelligence, tender analysis, and executive cost reporting for a landmark giga‑project.

Key Responsibilities
  • Lead the preparation of conceptual, preliminary, definitive, and detailed capital cost estimates.
  • Develop estimates for civil, structural, architectural, MEP, utility, infrastructure, and site‑development packages.
  • Establish estimating methodologies, coding structures, assumptions, templates, review procedures, and approval controls.
  • Prepare estimates for individual packages and consolidated programs exceeding 1billion SAR in value.
  • Review drawings, specifications, scope documents, quantities, schedules, and execution strategies.
  • Identify scope gaps, design uncertainties, exclusions, interfaces, and cost risks before estimate approval.
  • Develop comprehensive Basis of Estimate documentation covering assumptions, methodology, pricing sources, qualifications, and exclusions.
  • Build and maintain regional cost databases covering labor, materials, equipment, subcontracting, logistics, and productivity.
  • Monitor local and international supply chain conditions, commodity pricing, inflation, and market capacity.
  • Analyze Tabuk‑specific logistics, remote‑site requirements, contractor availability, and procurement constraints.
  • Apply benchmarking data from comparable infrastructure, building, and giga‑project developments.
  • Conduct quantitative cost‑risk assessments and support MonteCarlo simulations.
  • Recommend contingency allowances based on design maturity, uncertainty, market conditions, and delivery risk.
  • Review contractor bids, pricing schedules, commercial clarifications, and tender qualifications.
  • Benchmark tender submissions against internal estimates, market data, and historical project costs.
  • Identify pricing anomalies, unbalanced rates, omissions, duplicated costs, and commercial exposure.
  • Participate in tender evaluations, negotiations, value engineering workshops, and procurement recommendations.
  • Assess design alternatives and identify cost‑saving opportunities without compromising safety, quality, performance, or lifecycle value.
  • Align estimates with project schedules, work breakdown structures, procurement strategies, and construction sequencing.
  • Coordinate with project controls teams to maintain consistency between estimates, budgets, forecasts, and cost reports.
  • Review the financial effect of scope changes, design development, schedule revisions, escalation, and procurement decisions.
  • Prepare estimate reconciliations, variance analyses, cost trend reports, and executive dashboards.
  • Present estimates, assumptions, sensitivities, and risk allowances to senior management and client leadership.
  • Defend estimating positions during technical reviews, commercial discussions, and governance approvals.
  • Lead, mentor, and review the work of estimators, quantity surveyors, and cost specialists.
  • Improve estimating tools, workflows, cost databases, and quality‑assurance processes.

  • RICS, AACE International, CCP, CEP, or another recognized professional certification is highly desirable.
  • Willingness to relocate to and work full‑time in Tabuk, Saudi Arabia.
