Job summary

Jasara Program Management Company in Saudi Arabia seeks a Senior Engineer/Contract Administrator to lead major contracts, coordinating engineers, employers, and contractors under FIDIC terms.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Architecture, or Project Management.
• 20+ years of experience as an Engineer or Contract Administrator on major complex projects.
• Experience administering contracts under FIDIC forms.
• Previous work experience in the Middle East.
• Fluent spoken and written English.
• Interface with Employer’s Representative, contractors, supervision consultants, and health and safety leadership.

Responsibilities

• Assume the role of the Engineer under the contract.
• Maintain a close working relationship with and report to the Employer’s Representative.
• Carry out the full range of project administration, schedule, and project management activities in accordance with contract requirements and employer procedures.
• Assure implementation of health and safety policies and procedures by the Contractor and Supervision Consultant.
• Assure implementation of employer QA/QC policies and procedures by the Contractor and Supervision Consultant.
• Provide leadership, guidance, and advice to the Contractor and Consultant teams to improve efficiency and effectiveness.
• Deliver exemplary contract administration performance.
• Lead site tours with the H&S Manager and others.

JASARA PMC supports the delivery of complex civil engineering projects that demand strong leadership, disciplined contract administration, and close coordination across multiple delivery partners. The business focuses on providing employers with assurance throughout project delivery, handover, and defect liability phases, with absolute priority given to safety, quality, cost control, and schedule performance.

In this role, you will provide senior-level leadership across major contracts, helping align contractors, consultants, and employer stakeholders around effective project execution and consistent delivery standards. The position is central to maintaining confidence in project strategy, administration, and governance while driving collaborative, high-performing working relationships across the wider project environment.

Responsibilities

• Assume the role of the Engineer under the contract.
• Maintain a close working relationship with and report to the Employer’s Representative.
• Carry out the full range of project administration, schedule, and project management activities in accordance with contract requirements and employer procedures.
• Assure implementation of health and safety policies and procedures by the Contractor and Supervision Consultant.
• Assure implementation of employer QA/QC policies and procedures by the Contractor and Supervision Consultant.
• Ensure compliance with all company internal processes and procedures.
• Provide leadership, guidance, and advice to the Contractor and Consultant teams to improve efficiency and effectiveness.
• Foster a harmonious, productive work environment and promote a strong team culture with open and transparent communication.
• Deliver exemplary contract administration performance.
• Manage prompt payment of money owed in accordance with contract terms and conditions.
• Administer contracts effectively and efficiently, including management of the Supervision Consultant in relation to project resource requirements.
• Establish and maintain regular close contact with the Employer to address concerns.
• Provide internal and external reports in accordance with contract requirements.
• Actively participate in Safety Health Environment Leadership Team meetings and other health and safety initiatives.
• Lead by example and proactively participate in weekly site tours with the H&S Manager and others.

• Bachelor’s degree in Engineering, Construction Management, Architecture, or Project Management.
• 20+ years of experience as an Engineer or Contract Administrator on major complex projects.
• Strong background delivering transport infrastructure, utilities, buildings, and large mixed-use development projects.
• Experience administering contracts under FIDIC forms.
• Previous work experience in the Middle East.
• Proven ability to interface effectively with the Employer’s Representative, contractors, supervision consultants, and senior health and safety leadership.
• Fluent spoken and written English.
• Membership in a professional construction management society or another recognized professional body is a plus.
