Job summary

Worley is seeking a Senior Technical Consultant (Owner's Engineer/Resident SME) to oversee energy efficiency projects across multiple industrial facilities in Saudi Arabia. You will lead design reviews, validate ECMs, and ensure savings verification while guiding retrofit implementations.

The role requires broad experience in energy auditing, performance improvement, and capability development, with strong stakeholder engagement and independent technical leadership.

Qualifications

  • Bachelor's degree in Engineering (Energy, Electrical, Mechanical, Chemical, or related).
  • Master's degree in Energy Management or related field is advantageous.
  • Certified Energy Manager (CEM) / CMVP / PE / PMP or equivalent desirable but not mandatory.

Responsibilities

  • Provide technical leadership for industrial energy efficiency and optimization projects.
  • Assess and optimize major utility systems (steam, electrical, compressed air, cooling, process utilities).
  • Identify energy-saving opportunities and develop performance improvement strategies.
  • Conduct benchmarking and performance assessments against industry best practices.
  • Support program planning, implementation, and technical decision-making.
  • Review and evaluate energy audits, retrofit designs, and M&V reports.
  • Validate energy baselines, ECMs, projected savings, and implementation methodologies.
  • Ensure compliance with ISO 50001, ASHRAE, and IPMVP standards.

1. Position Overview

We have been awarded a long-term engagement to support a large-scale industrial energy efficiency improvement program. The successful candidate will serve as a Senior Technical Consultant (Owner's Engineer / Resident SME), providing expert technical oversight and advisory services across the full lifecycle of energy efficiency projects.

The role involves supporting program design, reviewing energy audit deliverables, validating energy conservation measures (ECMs), overseeing retrofit implementation, verifying energy savings, and contributing to capability development initiatives. The consultant will act as a trusted technical advisor, ensuring the successful delivery of energy performance improvements across multiple industrial facilities.

2. Key Responsibilities
  • Provide technical leadership for industrial energy efficiency and optimization projects.
  • Assess and optimize major utility systems, including steam, electrical power, compressed air, cooling, and process utilities.
  • Identify energy-saving opportunities and develop energy performance improvement strategies.
  • Conduct benchmarking and performance assessments against industry best practices.
  • Support program planning, implementation, and technical decision-making.
  • Review and evaluate Walkthrough Assessments, Investment Grade Energy Audits (IGA), Retrofit Designs, and Measurement & Verification (M&V) reports.
  • Validate energy baselines, Energy Conservation Measures (ECMs), projected savings, and implementation methodologies.
  • Assess the technical feasibility and operational impact of proposed energy efficiency initiatives.
  • Ensure compliance with relevant international standards and protocols, including ISO 50001, ASHRAE Guidelines, and IPMVP.
  • Perform and review financial assessments, including NPV, IRR, payback period, and lifecycle cost analyses.
  • Validate CAPEX, OPEX, and energy-saving assumptions used in business cases.
  • Support investment prioritization and decision-making through robust economic evaluations.
  • Support project governance and key stage-gate approvals.
  • Provide independent technical recommendations and risk assessments.
  • Liaise with clients, auditors, contractors, and project stakeholders to ensure alignment and successful project execution.
  • Monitor project progress and support issue resolution during implementation.
  • Develop technical guidelines, standard operating procedures (SOPs), templates, and best-practice documentation.
  • Deliver technical training sessions, workshops, and knowledge-sharing programs.
  • Support the development of client energy management capabilities and continuous improvement processes.
Qualifications & Experience
Education
  • Bachelor's degree in Engineering (Energy, Electrical, Mechanical, Chemical, or related discipline).
  • Master's degree in Energy Management or a related field is advantageous.
Professional Certifications
  • Certified Energy Manager (CEM), CMVP, PE, PMP, or equivalent professional certifications are desirable but not mandatory.
Experience
  • Experienced in industrial energy efficiency, energy management, process optimization, or utility system performance improvement.
  • Demonstrated experience in conducting or reviewing energy audits, retrofit projects, and Measurement & Verification activities.
  • Experience within energy-intensive industries such as cement, steel, glass, ceramics, mining, petrochemicals, or manufacturing is highly desirable.
  • Strong understanding of industrial utilities, energy systems, and energy performance improvement methodologies.
Skills
  • Strong analytical and techno-economic evaluation capabilities.
  • Excellent technical report review and validation skills.
  • Knowledge of ISO 50001, ASHRAE standards, and IPMVP protocols.
  • Effective stakeholder engagement and communication skills.
  • Ability to work independently while providing technical leadership within multidisciplinary teams.
