Job summary

Confidential Government is seeking a senior leader to steer culture and employee engagement initiatives in Riyadh. You will translate values into practical programs, drive surveys and feedback loops, and partner with executives to deliver measurable improvements in workplace experience.

You will lead cross-functional teams, oversee budgets and external vendors, and ensure alignment with organizational change efforts while reporting results to senior leaders.

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or related discipline.
• Master’s degree or CIPD/SHRM certification preferred.
• Minimum of 8 years in organizational culture, employee engagement, or related field.
• At least 3 years leading teams or organization-wide programs.
• Proven ability to translate insights into measurable improvements.
• Experience with surveys, data analysis, and reporting.
• Proficiency in Arabic and English, written and spoken.

Responsibilities

• Develop and implement culture and engagement strategies, annual plans, budgets and performance measures.
• Translate values into behaviors across programs and leadership practices.
• Lead engagement surveys, pulse checks, and culture assessments with confidentiality and participation.
• Analyze feedback to identify strengths, drivers, and improvement areas.
• Partner with leaders to create action plans, establish accountability, and monitor progress.
• Design recognition, wellbeing, belonging, and collaboration initiatives.
• Establish listening channels and communicate actions taken to stakeholders.
• Collaborate with Communications to align messaging on culture and engagement.
• Work with Talent Acquisition, Learning & Development, and other teams to embed culture across lifecycle.
• Support organizational change initiatives by assessing sentiment and developing interventions.
• Advise leaders on strengthening team engagement and modeling desired behavior.
• Define and monitor KPIs for engagement, participation, and program effectiveness.
• Present findings to senior management to support workforce decisions.
• Manage culture and engagement team, vendors, and approved budgets.
