We are a global executive search firm hiring for a leading Saudi Arabian infrastructure development platform with a growing portfolio of PPP and concession projects across social and urban infrastructure.

About the Role

We are seeking a Vice President – Infrastructure Operations & Asset Management to lead the establishment of project SPVs, oversee shareholder governance, drive portfolio performance and maximise long term asset value. This is a senior leadership opportunity combining SPV establishment, infrastructure asset management, portfolio oversight and shareholder governance.

Responsibilities
  • Establish newly awarded project SPVs, including governance frameworks, operating structures and leadership teams.
  • Support financial close and oversee the transition to independently managed project companies.
  • Coordinate with shareholders, joint venture partners and external advisors.
Infrastructure Operations & Asset Management
  • Oversee SPV performance against financial models, business plans, operational KPIs and project milestones.
  • Monitor EPC and FM/O&M contractor performance, financial health, debt covenants and commercial risks.
  • Identify opportunities for operational efficiency, refinancing and asset value optimisation.
Shareholder Governance & Portfolio Management
  • Represent shareholder interests on SPV boards and oversee corporate governance.
  • Establish portfolio management frameworks, reporting dashboards and performance benchmarks.
  • Manage shareholder escalations, strategic interventions and investment performance.
  • Develop a centralised project management and asset management capability across the portfolio.
Qualifications
  • 15–20 years of experience in infrastructure development, operations or asset management, preferably within PPP or concession businesses.
Required Skills
  • Mandatory experience establishing or leading infrastructure SPVs, with strong exposure to shareholder governance and portfolio oversight.
  • Experience serving on or supporting SPV boards, preferably within joint venture or consortium structures.
  • Strong financial and commercial understanding of project finance, financial close, infrastructure investment returns and concession agreements.
  • Working knowledge of EPC, FM/O&M contracts and infrastructure project operations.
  • Proven leadership capabilities, including building management teams and managing multiple stakeholders.
  • Saudi Arabia or wider GCC experience strongly preferred.
  • Exposure to social infrastructure, urban infrastructure or government service concessions is advantageous.
