Job summary

Job description

Hill International is recruiting a Cost Control Section Head in Riyadh Province. The post owns the cost control function on the commission rather than a single project budget. The section head writes and implements the cost control strategy and the procedures under it, then monitors the financial data those procedures produce.

Reporting runs upward: financial reports, budget forecasts and variance analysis prepared and presented to senior management. Project managers and department heads are the other side of the work, and project costs are tracked and controlled with them rather than reported after the fact.

Purchase orders, invoices and expense reports come to the post for review and approval against policy and budget limits, and regular audits of the financial records and the procedures themselves are expected to find and settle discrepancies. Claims and variations are named work: the section head manages and supports their study, analysis and evaluation.

Cost reduction initiatives are developed with teams across the commission, and the cost control staff are trained and mentored by the post holder. Hill asks for an engineering degree and at least twenty years in cost control, including having been a cost manager on large scale projects.

Cost estimating, financial reporting systems and cost analysis in both field and home office are specified, along with experience of producing project cash flow forecasts.
