Job summary

Seagull International LLP in Saudi Arabia is seeking an experienced Cost Control Manager to lead project cost control functions for oil & gas, EPC and industrial construction activities. The role requires strong expertise in budget control, cost forecasting, cash-flow management and profitability analysis.

The ideal candidate will have 12+ years of relevant experience, proficiency with Excel, SAP/ERP, and Power BI, and will be able to deliver accurate cost reporting and variance analysis to

• 12–15+ years in Oil & Gas / EPC / industrial construction
• Strong project cost control at subcontractor level
• Direct manpower cost control experience
• Budget control, cost forecasting & profitability analysis
• Knowledge of manpower, equipment, materials, procurement & overhead costs
• Experience with cost reports, cash-flow forecasts & variance analysis
• Strong Excel skills
• SAP/ERP & Power BI knowledge preferred
• GCC experience preferred
• AACE/CCP, CMA or PMP certification will be an advantage

Location: Saudi Arabia

Position: Cost Control Manager

Experience: 12–15+ years relevant experience in Oil & Gas / EPC / Industrial Construction / Subcontracting

Key Requirements

• Strong experience in project cost control at subcontractor level
• Experience with own-resource/direct manpower cost control
• Expertise in budget control, cost forecasting & project profitability
• Strong knowledge of manpower, equipment, materials, procurement & project overhead costs
• Experience in CTC, monthly cost reports, cash-flow forecasts & variance analysis
• Strong Excel skills
• SAP/ERP & Power BI knowledge preferred
• GCC experience preferred
• Strong analytical, reporting & communication skills
• AACE/CCP, CMA or PMP certification will be an advantage.

Qualification: Bachelor’s degree in Engineering, Quantity Surveying, Finance, Accounting or related field.
