Job summary

Fluor Corp in Ras Al-Khair, Saudi Arabia, seeks an Area Manager – BOP & Utilities to lead the execution, construction, commissioning, and handover of all Balance of Plant and utility systems for a large metals recycling facility. You will coordinate EPC/EPCM contractors and multidisciplinary teams to deliver safe, compliant installations.

Qualifications

• Bachelor’s degree in Mechanical, Electrical, Chemical, or Industrial Engineering.
• Minimum 15 years of experience in heavy industrial, metals processing, recycling, minerals processing, or manufacturing facilities.
• Minimum 7 years in a supervisory, construction management, or area management role.
• Strong understanding of utility systems supporting continuous-process plants.
• Saudi Arabia experience.

Responsibilities

• Lead BOP and utility system execution, construction, commissioning, and handover.
• Manage utility packages: electrical, air, cooling, process water, HVAC, and fire protection.
• Coordinate interfaces between utility systems and process plant operations.
• Oversee EPC/EPCM contractors and vendors per safety, quality, schedule, and project requirements.
• Drive construction planning and resourcing to meet milestones.
• Lead pre-commissioning, commissioning, start-up and testing for BOP and utilities.
• Monitor progress, budgets, forecasts, and risks; implement corrective actions.
• Ensure compliance with environmental, HSE standards for safe operations.
• Support operations readiness, procedures, training, and transition to operations.
• Provide leadership and mentorship to multidisciplinary teams.
