Job summary

United Nations Development Programme in Riyadh seeks a senior aviation capacity specialist to oversee design reviews, supervise runway/terminal construction, and evaluate airport facilities' capacity and performance. You will train national counterparts, support contract administration, and ensure compliance with ICAO and GACA requirements.

The role emphasizes strong project management, experience with FIDIC contracts, and coordination with GACA leadership and KSIADC stakeholders.

Qualifications

• Ten years’ experience in planning, designing, construction management, supervision, planning and/or modifications of aerodromes and its elements (runway, ATC tower, passenger buildings).
• Extensive experience in contract administration and monitoring work progress, with a strong proficiency in FIDIC procedures.
• Proven ability in managing technical correspondence with consultants and contractors.
• Good command of English; French or other official UN languages desirable.

Responsibilities

• Assist GACA in evaluation and approval of design reviews prepared by consultants, cross-checking against operational requirements.
• Review contractor/consultant work to ensure contract compliance and support coordinated execution of works.
• Supervise foundation works for runway and terminal structures; monitor construction against schedule and contract obligations.
• Assess current capacity and service-level conditions of airport facilities and equipment; evaluate PCI, SII, RCI indices.
• Develop and train the national counterpart in project activities and contractor administration.
• Advise and assist GACA in quality, time, and cost control and contract administration; prepare reporting formats and project rehabilitation proposals.
