Qualifications

• Bachelor’s degree in HR, Business Administration, Psychology, or related field; postgraduate qualification preferred.
• More than 6 years of Learning and Development experience in a similar role.
• Bilingual proficiency in Arabic and English preferred.

Job Objective

The role holder is responsible for understanding the organization training needs — gathering and examining information to identify the skills employees require — and for planning, designing, coordinating, and delivering effective training programs, including management and soft skills training. This role ensures that training helps employees perform better, aligns with organizational goals, and is continuously improved based on data-driven insights, measuring how well programs perform along the way.

Roles And Responsibilities

• Conduct detailed assessments and competency reviews across departments and job roles — using surveys, interviews, and performance data — to identify skill gaps, training needs, and priorities.
• Analyze assessment findings and translate them into clear training goals and plans, including planning and structuring management and soft skills programs aligned with organizational and departmental objectives.
• Collaborate with subject-matter experts, training designers, and internal/external stakeholders to develop and customize training content and materials, ensuring alignment with organizational goals.
• Collect, organize, and analyze training-related data — participant feedback, test scores, ROI, before-and-after results, attendance and certification records, and data from the Learning Management System (LMS).
• Evaluate training impact by establishing methods to measure program success — including changes in knowledge, behavior, and business results — and recommend improvements based on the findings.
• Prepare reports and dashboards showing training effectiveness, outcomes, trends, and ROI, and use these insights to inform recommendations for management review.
• Support the implementation and administration of the LMS, including maintaining accurate training records and ensuring the system can readily produce reports.
• Utilize digital tools and platforms to enhance training delivery, monitoring, and tracking, and regularly review and update training materials to keep them current, relevant, and effective.
• Stay current on trends and best practices in training design, adult learning, and learning technology; propose innovative tools and methods to improve training effectiveness and engagement.
• Support audits and compliance requirements related to training documentation and reporting.
• Assist in budget planning and tracking for training initiatives and external vendors, including preparing tender documents and contracts for training programs and evaluating submitted offers to select the best options.
• Follow up on the progress of training projects to ensure implementation according to schedule, coordinating with relevant stakeholders to monitor impact and implement improvements as required.
• Collaborate with the Quality Assurance and Continual Improvement section to secure and maintain ISO, Risk Management, and ISMS certifications.
• Ensure all activities within the Department comply with the organization’s health and safety regulations.
• Perform additional responsibilities as assigned by the reporting manager, in alignment with the organization objectives.

Required Qualifications

• Bachelor’s Degree in Human Resources, Business Administration, Psychology, or a related field; a postgraduate qualification in Business Administration or HR is preferred.
• More than 6 years of experience in Learning and Development in a similar role.
• Bilingual proficiency in Arabic and English is preferred.
