iTRTech Group is seeking a Senior Tech Hub Operational Lead for a hybrid role based in Porto or Vila Nova de Gaia, Portugal. The role focuses on overseeing operational delivery, governance and capability development within a large-scale technology hub.

You will partner with senior leaders to translate strategy into actionable initiatives, drive delivery excellence and foster a culture of accountability across product, platform, engineering and delivery teams.

About The Opportunity

We are looking for a highly experienced Tech Hub Operational Lead to oversee the operational delivery, organizational effectiveness and capability development of a large-scale technology hub.

This strategic leadership role combines people management, delivery excellence, operating-model transformation, governance and performance management. You will work closely with senior business and technology leaders and translate the Tech Hub’s strategy into measurable operational initiatives.

The position offers the opportunity to shape a complex international technology organization, strengthen cross-functional collaboration and introduce scalable ways of working across product, platform, engineering and delivery teams.

Key Responsibilities

Organizational Leadership

• Lead the Tech Hub’s operational delivery organization across technical, delivery and orchestration domains.
• Build, structure and manage the organization’s capability layer.
• Promote cross-functional collaboration and prevent siloed ways of working.
• Ensure operational effectiveness, delivery excellence and consistent execution across the Tech Hub.
• Lead capability development from operational and delivery perspectives.
• Take ownership of people leadership, talent development and succession planning.
• Lead multidisciplinary teams across technology, delivery and operations.
• Foster a culture of accountability, collaboration and continuous improvement.

Leadership and Strategy

• Partner with senior leadership to execute and operationalize the Tech Hub strategy.
• Translate strategic objectives into measurable initiatives, execution plans and operational outcomes.
• Provide transparency regarding delivery performance, operational progress and execution status.
• Deliver actionable insights to business and IT stakeholders.
• Align technical, product, platform and delivery teams around shared priorities.
• Strengthen organizational alignment through delivery excellence and operational effectiveness.
• Support informed decision-making across a complex stakeholder ecosystem.

Performance and Governance

• Ensure the effective execution of governance processes and forums.
• Define, monitor and report operational KPIs and performance indicators.
• Manage performance frameworks aligned with delivery excellence, value creation and future readiness.
• Ensure transparency and accountability across the organization.
• Align delivery execution, organizational capacity, capability development and business priorities.
• Provide performance insights, recommendations and operational reporting to senior stakeholders.
• Drive continuous improvement through data analysis, feedback loops and measurable outcomes.
• Support outcome-based steering and OKR-style performance models.

Target Operating Model

• Operationalize and continuously improve the Target Operating Model in collaboration with Tech Hub, Product and POD leadership.
• Ensure consistent adoption of roles, responsibilities, decision rights and governance processes.
• Establish scalable operational practices and ways of working.
• Support the development of capability standards and career-development frameworks.
• Identify operating-model gaps, execution challenges and improvement opportunities.
• Escalate systemic issues through the appropriate governance channels.
• Contribute to the evolution and long-term success of the Tech Hub’s operating model.
• Introduce new ways of working at scale across the organization.

Mandatory Requirements

• At least 18 years of professional experience in technology-driven organizations.
• Proven experience building or leading Global Capability Centres, Tech Hubs or Digital Delivery Units.
• Alternatively, extensive leadership experience in large-scale organizational or operating-model transformations.
• Strong background in product-centric and platform-based delivery environments.
• Experience leading multidisciplinary teams across technology, operations and delivery.
• Solid expertise in capability building, organizational design and business scaling.
• Experience transforming and implementing Target Operating Models.
• Strong knowledge of performance management and KPI frameworks.
• Experience working directly with executive and senior leadership stakeholders.
• Proven ability to manage vendors and partners in complex ecosystems.
• Strong understanding of product-based versus project-based operating models.
• Hands‑on experience with Agile and hybrid delivery approaches, including Scrum, SAFe and Kanban.
• Experience introducing new ways of working across large organizations—not only through pilot initiatives.
• Familiarity with outcome-based steering, OKRs or similar frameworks.
• Solid understanding of modern software engineering and platform architecture.
• Knowledge of cloud solutions, digital platforms and data-driven systems.
• Fluent English communication skills.
• Availability to work on-site in Porto or Vila Nova de Gaia once per week.

Highly Valued

• Experience within automotive technology or another complex engineering environment.
• Knowledge of automation and AI-enabled delivery models.
• SAFe certification, such as SA, SPC or equivalent.
• Agile leadership certifications, such as ICP-ATF or ICP-ENT.
• Experience scaling international technology organizations.
• Strong knowledge of succession planning, career frameworks and organizational capability development.

The Ideal Profile

The ideal candidate is a senior technology and operations leader with extensive experience building or transforming large-scale Tech Hubs, Global Capability Centres or Digital Delivery Units.

You combine strategic thinking with strong operational execution and can translate broad objectives into clear governance structures, measurable initiatives and sustainable results. You understand modern technology environments, product-centric delivery and platform operating models.

You are confident working with senior stakeholders, but your leadership style is collaborative and based on influence rather than hierarchy. You are comfortable navigating ambiguity, creating structure in evolving environments and coaching leaders and teams toward greater performance and maturity.
