Blu Selection - Recruitment Agency in Portugal seeks an experienced HR leader to manage cross-border employment across Europe, handle A1 certificates, and oversee international payroll and compliance.

You will build and lead an internal recruitment team, implement policies, and coordinate with accountants, lawyers, and government authorities to support the firm's growth in Portugal.

Fluency in English is required; Portuguese and other languages are a plus.

The successful candidate will be responsible for:

• Managing all HR activities related to cross-border employment within Europe.
• Handling A1 certificate applications and related documentation.
• Managing social security registrations and international payroll compliance.
• Preparing and submitting payroll information to external accountants.
• Ensuring compliance with Portuguese and European employment regulations.
• Developing and implementing HR policies, processes, and best practices.
• Building, managing, and expanding an internal recruitment team.
• Leading international recruitment activities.
• Coordinating with accountants, legal advisors, government authorities, and external service providers.

• Cross-border employment and international workforce management.
