Uma empresa líder no setor de cidades inteligentes e mobilidade está buscando um Engenheiro de Licitações para atuar em Lisboa. O funcionário será responsável pela elaboração de propostas técnicas e financeiras, com foco em compliance regulatório e garantias de soluções inovadoras e sustentáveis. O cargo exige um profissional com experiência em gestão de propostas e conhecimento em regulamentações de contratação pública em Portugal, com um forte histórico em transporte e iluminação pública.

Qualificações

• Mínimo de cinco anos de experiência em gestão de licitações ou projetos.
• Diploma universitário em Engenharia Eletrotécnica é obrigatório.
• Fluência em espanhol e inglês é desejável.

Responsabilidades

• Avaliar minuciosamente documentos de licitação para entender requisitos técnicos e financeiros.
• Colaborar com outros departamentos para garantir compreensão completa das necessidades.
• Realizar análise de custos detalhada e cálculos precisos para desenvolver ofertas financeiras competitivas.

For our client, a leading business group specialized in smart cities, energy and mobility we are looking for an:

BID ENGINEER

The role requires a deep understanding of public and private tender requirements. Responsibilities include understanding client needs, strategically preparing technical and financial proposals, and effectively managing the entire bidding cycle. The candidate should contribute to the company’s success by ensuring high-quality technical and financial proposals, supported by detailed analysis, efficient team management, and regulatory compliance in Portuguese tenders. Previous experience in bidding departments is highly valued, especially in the areas of transport, traffic, public lighting, photovoltaic installations, and electric vehicle charging stations. Knowledge of public procurement regulations in Portugal is a plus.

RESPONSIBILITIES

• Thoroughly evaluate tender documents to understand technical, financial, and legal requirements
• Collaborate with other departments to ensure full understanding of requirements
• Create strong and persuasive technical proposals that highlight the company’s expertise in traffic and transport technology
• Request, analyze, and manage supplier and subcontractor bids
• Integrate innovative and sustainable solutions into proposals
• Ensure feasibility and consistency of proposed solutions
• Conduct detailed cost analysis and accurate calculations to develop competitive financial offers
• Identify and assess risks associated with proposals and suggest mitigation strategies
• Ensure compliance with all legal and regulatory requirements in submitted proposals
• Participate in negotiations with suppliers and potential clients during the bidding process
• Prepare and deliver persuasive presentations to support proposals

REQUIRED PROFILE

• University degree in Electrotechnical Engineering (mandatory)
• Minimum of five years of proven experience as a bid manager or project manager in traffic, public transport, public lighting, electrical installations or similar
• Experience and knowledge in public procurement in Portugal
• Ability to deeply and accurately assess project information
• Ability to draft technical reports in Portuguese
• Proficiency in Office Suite, Project, AutoCAD, Presto
• Desirable: High level of Spanish and english
