Job summary

Ocean Winds is seeking a Construction Services Package Manager to lead the offshore wind project’s construction and commissioning from mobilization to handover. You will ensure zero harm, quality, and on-time delivery within approved budgets and coordinated with the Project Director.

The role requires managing a multi-disciplinary team across engineering, procurement, and field operations, with a strong focus on contract governance (FIDIC/LOGIC/BIMCO) and regulatory compliance in Poland.

Reporting to the Project Director the Construction Services Package Manager is responsible to manage the overall construction services activity and commissioning activity until the handover of the construction project to the asset management team for the O&M phase.

The role is based on the BC Wind offshore wind farm project, one of Poland's key offshore wind developments in the Baltic Sea. The project plays an important role in the country's energy transition and offers a unique opportunity to contribute to the delivery of a large-scale renewable energy asset from construction through to operational readiness.

The objective of this role is to support the construction of the project and to ensure a Zero Harm objective, within approved budget, and the required quality and agreed programme.

Primary responsibility of this role is to execute and support the construction services of the offshore wind farm until it has reached an operational state. This must match the targets set by Project Director in relation to HSE, quality, programme, and technical compliance.

The Construction Services Package Manager will lead a multi-functional team across several engineering discipline and be in charge of the construction design and support the project's offshore construction activities, with a full asset lifecycle mindset.

MAIN ACCOUNTABILITIES

• The successful candidate is responsible to achieve the project objectives in the construction services area and manage the construction support team by actively applying the project HSE policy and procedures to achieve Zero Harm culture.
• Operate within the project management framework, the HSE framework, and actively manage the safety and personnel welfare throughout the construction of the project by successfully delivering construction support services to the project.
• More specifically, the Construction Services Package Manager is responsible to set up the offshore construction site, including marking buoys, pre-construction campaigns, and organise the provision of all such systems, assets, processes and procedures.
• The offshore construction services package holds responsibility for arrangement of the offshore communications systems, authority to work procedures, marine coordination office, provision of the marine construction vessels needed to support the packages.
• A very fluent working knowledge of BIMCO, FIDIC, and LOGIC contract templates is a must for this position, such that you can engage all types of construction support vessels under the necessary and appropriate form of contract.
• Management and supervision of the construction services for the project from mobilisation to campaign completion, including transport, installation, commissioning, and ensuring each phase is delivered safely, on schedule and below budget.
• Ensure that risks associated with the construction services package are pro-actively managed and mitigated. Must possess the ability to operate autonomously, within the project team structure, and demonstrate a high degree of self-motivation.
• Ensure that personnel, project resources, equipment, vessels and costs are meticulously planned, tracked and reported in a clear and understandable format. As such we are hunting for a disciplined and very organised person.
• Responsible for the day-to-day construction interfaces and to foster communication between all the package team and other stakeholders in relation to the construction of the project, and in connection with the permit and consentig manager.
• Solve disputes between packages and take clear decisions, in accordance with the project director’s approval, and at all times of the day and night. This is a high pressure and demanding role, where you need to be available and on call.
• You will report directly to the Project Director alongside each of the other work package managers working on the project, and be nimble with the interplay between financing requirements, technical solutions and each of your supplier agreements.
• Ensure that the highest quality of construction support work is performed within the project lifecycle and that the construction and commissioning process complies with the environmental and always consenting requirements to prevent any breach.
• Ensure lessons learned related to the construction services package are properly and continuously documented throughout the execution of the project and work hard to make sure these are disseminated to other teams before hand-over to O&M.

ACADEMIC BACKGROUND

1st Class Master's degree in an appropriate engineering discipline such as civil, mechanical, marine, structural or aeronautical engineering. Other relevant degrees will be considered.

LANGUAGES

The project team consists of an international group of enigneers, commerical professionals and legal specialists and the working language is English. The sucessful candidate will need to be fluent in both Polish and English, in both spoken and written forms.

PROFESSIONAL EXPERIENCE

• More than 10 years, with at least 4 years of experience managing engineering, procurement, manufacturing, transportation, installation, commissioning and energisation phases of offshore marine construction sector is required.
• Candidates shall have experience of working under Polish health and safety legislation and be able to guide the rest of the team. Proven capability of implementing permit to work system, marine coordination, and HV electrical safe systems of work.

KNOWLEDGE

• Mechanical, electrical and civil engineering applied to offshore wind.
• High proficiency in procurement, contract management and negotiations.
• Proven experience in dealing with contractor claims and variation requests.

SKILLS

• Self-confident and strong leader. It is imperative that you possess the ability to direct and control all types of personalities in a very high-pressure environment.
• Organised person, with meticulous attention to technical and planning detail, but also maintain a wide overview across the entire project construction locations.
• Must be able form constructive relationships with the other work package managers and work in a respectful cooperation with everyone in the team.
• High effective communicator and you must be able to make yourself clearly understood across any language barrier, cultural difference, and personality.
• Highly proficient commercially astute professional who can procure, negotiate, and then operate each of your contracts including FIDIC, LOGIC or BIMCO formats.
• Strong engineering background and able to go head-to-head with peers on any engineering matter that may arise during the offshore construction phase.

OTHER REQUIREMENTS

You must be located in Gdynia or Warsaw in Poland. And must be happy to work in Gdynia project office on a weekly basis during construciton . In addiiton, regular travel to supplier offices, construction ports arpund Poland, and other project locations will also be required.
