Job summary

F.F. Cruz & Co., Inc. is seeking a seasoned Tender & Contracts Manager to lead end-to-end tendering for government and private construction projects.

You will oversee contract management, claims, risk, and the Tender & Contracts Team, coordinating with Engineering, Procurement, Finance, Legal and Operations. The ideal candidate has a BS Civil Engineering (licensed preferred), at least five years in tendering/estimating/contract administration, plus two years in leadership.

Qualifications

• Bachelor of Science in Civil Engineering or equivalent construction-related degree; licensed Civil Engineer preferred.
• At least five (5) years of relevant experience in tendering, estimating, quantity surveying, contract administration, or commercial management.
• At least two (2) years of managerial or supervisory experience is an advantage.

Job description

Lead the end-to-end tendering and bidding process for government and private construction projects. This role encompasses contract management, claims and variations administration, risk management, and leadership of the Tender & Contracts Team.

Key responsibilities

Lead the end-to-end tendering and bidding process for government and private construction projects

Review tender documents, drawings, specifications, scope of work, and bidding requirements

Supervise the preparation of quantity take-offs, bills of quantities (BOQ), cost estimates, and tender pricing

Evaluate supplier and subcontractor quotations and prepare commercial bid analyses

Ensure accurate, competitive, complete, and timely tender submissions

Review, draft, and negotiate contracts, subcontracts, and other commercial agreements

Monitor contractual obligations, milestones, notices, and compliance requirements

Lead the preparation, evaluation, negotiation, and administration of claims and variation orders

Lead and supervise the Tender & Contracts Team, including the Senior Quantity Surveyor

Coordinate with Engineering, Procurement, Finance, Legal, and Operations teams

About you

Graduate of Bachelor of Science in Civil Engineering or an equivalent construction-related degree; preferably a licensed Civil Engineer

At least five (5) years of relevant experience in tendering, estimating, quantity surveying, contract administration, or commercial management

At least two (2) years of managerial or supervisory experience is an advantage

Experience in end-to-end tendering and contract management for both government and private construction projects

Experience handling large-scale construction projects, preferably with contract values exceeding PHP 250 million

Strong knowledge of construction tendering, cost estimating, quantity surveying, procurement, and contract administration

Advanced proficiency in Microsoft Excel and other Microsoft Office applications

Strong leadership, management, and decision-making skills

Excellent analytical, commercial, and problem-solving abilities

Strong negotiation, presentation, and communication skills
