Job summary

HRTx Inc. in NCR is seeking an experienced Construction & Project Development Operations Lead to drive end-to-end project delivery from planning through handover.

The role requires leading multiple large-scale developments, managing budgets, schedules, and quality, and aligning with senior management on strategy and risk mitigation. Onsite work with a Monday–Friday schedule and a focus on cost efficiency and compliance.

Qualifications

• A Bachelor's degree in a relevant field and PE license preferred.
• Minimum 15 years of progressive construction and project management experience with senior leadership.
• Proven track record leading large-scale property developments (commercial, mixed-use, high-rise).

Responsibilities

• Lead end-to-end construction and project development lifecycle from planning to handover.
• Oversee multiple complex projects, controlling timelines and costs.
• Set strategy on construction methods, planning, design, and site execution.
• Review designs, quantities, cost estimates, contracts, and variations.
• Manage contractors, consultants, and suppliers, including negotiations.
• Monitor budgets, schedules, risk registers, milestones, and quality across sites.
• Collaborate with executives and partners to resolve issues.
• Present financial performance and risk assessments to leadership.
• Ensure compliance with codes, safety standards, and policies.
• Drive process improvements in workflows and delivery systems.

Construction & Project Development Operations Lead

• Location: NCR

Key Responsibilities

• Lead the end-to-end construction and project development lifecycle from initial planning and design to final handover.
• Oversee multiple complex projects simultaneously, maintaining strict control over delivery timelines and cost efficiency.
• Provide high-level strategic direction on construction methodologies, project planning, design development, and site execution.
• Review and approve project designs, specifications, quantity surveying, cost estimates, contracts, and variation orders.
• Direct the selection, negotiation, management, and performance evaluation of contractors, consultants, and suppliers.
• Monitor project budgets, schedules, risk registers, key milestones, and rigorous quality standards across all sites.
• Work alongside senior management, internal project teams, and external partners to resolve complex technical and operational issues.
• Present financial performance, status updates, risk assessments, and strategic recommendations directly to executive management.
• Ensure absolute compliance with regulatory requirements, engineering codes, site safety standards, and corporate policies.
• Drive continuous process improvements across construction workflows, cost control mechanisms, and delivery systems.
• Lead, mentor, and build a high-performing construction and project management team.

Qualifications

• Bachelor's degree in Civil Engineering, Electrical Engineering, Architecture, Construction Management, or a related field.
• Professional engineering license is highly preferred.
• At least 15 years of progressive experience in construction and project management, with significant time spent in senior leadership.
• Proven track record of successfully managing multiple large-scale property developments simultaneously (e.g., commercial, mixed-use, residential high-rise).
• Deep technical background in construction management, design coordination, quantity surveying, cost control, and contract administration.
• Extensive experience negotiating with and managing major contractors, consultants, and supply chain partners.
• Strong financial acumen regarding project budgets, procurement strategy, and the commercial drivers of property development.
• Exceptional leadership, negotiation, executive presentation, and stakeholder management skills.
• Demonstrated ability to navigate competing priorities and manage risk in a fast-paced environment.
