About the role
The Procurement / Technical Buyer is responsible for sourcing, evaluating, negotiating, and purchasing construction materials, equipment, tools, and services required for company projects and operations. The position shall ensure that purchases meet the required technical specifications, quantity, quality, cost, and delivery schedule, while maintaining reliable supplier relationships and complete procurement documentation.
Key responsibilities
- Source and canvass construction materials, equipment, tools, subcontracted services, and other project requirements.
- Review Purchase Requests (PRFs), BOQs, drawings, specifications, and other technical requirements before sourcing.
- Obtain and compare supplier quotations based on price, technical compliance, quality, availability, payment terms, and delivery lead time.
- Verify that proposed materials and equipment comply with the required specifications, brands, dimensions, ratings, and approved equivalents.
- Prepare quotation comparisons / canvass sheets and recommend suitable suppliers for approval.
- Negotiate prices, discounts, credit/payment terms, delivery schedules, and other commercial conditions.
- Prepare and process Purchase Orders and related procurement documentation.
- Coordinate with QS/Budget, Engineering, Site Engineers, Project Managers/PICs, Accounting, and suppliers regarding purchasing requirements.
- Monitor outstanding Purchase Orders and ensure materials are delivered according to the required project schedule.
- Develop and maintain an updated supplier database, including pricing, product capabilities, lead times, and supplier performance.
About you
- Bachelor's degree in Civil Engineering, Construction Management, Industrial Engineering, Supply Chain, Business Administration, or a related field.
- Construction procurement or technical purchasing experience is preferred.
- Familiarity with construction materials such as structural steel, reinforcing bars, concrete materials, hardware, electrical/mechanical items, tools, equipment, and general construction supplies is an advantage.
- Ability to interpret basic drawings, BOQs, material specifications, and technical data sheets.
- Strong supplier sourcing, negotiation, and cost-comparison skills.
- Proficient in Excel/Google Sheets and procurement tracking.
- Good communication, documentation, and coordination skills.
- Detail-oriented and capable of handling multiple urgent project requirements simultaneously.
- Willing to conduct supplier visits, material inspections, and site coordination when necessary.
