Responsibilities

• Develops and implements Strategic Sourcing Programs for critical and high value materials.
• Conducts spend analysis and assessment of supply market conditions.
• Develops Total Cost Ownership (TCO) evaluation models for materials categories.
• Analyzes performance of supply contracts and optimizes them.
• Drives cost savings initiatives and hedging strategies.
• Develops procurement synergy with One Meralco and MPIC Group.
• Manages accreditation, onboarding and performance evaluation of providers.
• Facilitates product presentations with vendors.
• Conducts vendor segmentation and prioritizes performance management.
• Administers quarterly contractor and supplier evaluations.
• Validates and analyzes vendor performance issues; recommends action.

This role provides Supply Chain renewable energy (RE) solutions for industrial, commercial, and residential customers, and translates strategic directions into operational tactics and programs / initiatives aligned with and fully supportive of the Company’s thrusts and objectives.

I. JOB SUMMARY

Supports Spectrum in achieving its Supply Chain key strategies and projects in providing renewal energy (RE) solutions for industrial, commercial and residential customers, through the effective provision of the following:

• Strategic Sourcing
• Vendor and Supplier Management
• Sourcing and Purchasing
• Resource and Inventory Management

II. GENERAL RESPONSIBILITIES

FOR FOREIGN AND LOCAL SOURCING

STRATEGIC SOURCING

• Develops and implements Strategic Sourcing Programs for critical and high value materials, in support of project requirements and plans.
• Conducts spend analysis and assessment of supply market conditions
• Develops Total Cost Ownership (TCO) evaluation models for materials categories
• Analyzes the performance of supply contracts and implements measures to optimize existing supply contracts
• Develops and formulates cost savings and timely execution initiatives, i.e. value vs. volume contracting; hedging; seasonal ordering; scrap material disposal
• Develops procurement synergy with One Meralco and MPIC Group

VENDOR AND SUPPLIER MANAGEMENT

• Manages the accreditation, on-boarding and performance evaluation (including penalty management, performance improvement plans and termination) of providers of materials and services
• Facilitates/Coordinates the conduct of product presentations
• Conducts spend analysis and vendor segmentation to prioritize vendor performance management strategies
• Administers contractors’ & suppliers’ quarterly performance evaluation
• Conducts validation, documentation and analysis of vendor performance issues and recommend appropriate action
• Initiates and develops relationships with providers of materials and services.
• Ensures that the company has a reliable list of accredited vendors and suppliers that meets identified organization standards and requirements
• Supports in the management and compliance monitoring of service delivery
• Processes billing and payments to vendors/contractors

SOURCING / PURCHASING

• specified timelines of projects. This includes contract rates development, negotiation of pricing terms and sourcing of available materials/service providers
• Conducts capacity planning, demand planning and forecasting for materials and services required for Spectrum projects based on submitted project plans
• Develops and implements annual and medium-term plans corresponding to formulated requirement plans and strategic sourcing programs

FOR INVENTORY MANAGEMENT

RESOURCE AND INVENTORY MANAGEMENT

• Ensures efficient and effective transportation / warehousing and management of materials deployed to projects
• Manages ideal inventory levels of materials to ensure stock-out is avoided and projects are supported in a timely manner
• Conducts of quality inspection/testing, technical evaluation and acceptance of new deliveries of materials and equipment
• Develops and analyzes the Stock Keeping Units (SKU) requirements
• Manages monitoring of material issuance per project to prevent loss and/or pilferage
• Develops reliable and consistent delivery performance
• Manages minimum product damage
• Develops Freight economy
• Verifies project cost as per project’s initial design based on inventory
• Drivers continuous cost reduction of materials and negotiates for the best rates and terms with suppliers, vendors of freight forwarders and facilitates logistics process documentation.
• Develop and implement a system to accredit and monitor all suppliers.
• Drives process improvements in coordination with other departments
