JOB DESCRIPTION
This position is responsible for leading and executing all logistics and procurement activities that support plant operations and capital projects, including import and export requirements. The role ensures the timely, cost-efficient, and compliant flow of materials from suppliers to sites and equipment, enabling seamless project execution.
QUALIFICATIONS
Skills:
- In-depth knowledge of import/export processes for renewable energy power plants, including compliance to customs procedures, international trade regulations, and incentives like “Zero Duty”.
- Uncompromising on HSE and ESG compliance.
- Effective in cross-functional collaboration and stakeholder alignment.
- Excellent organizational skills, with the ability to manage multiple projects, logistics functions, and supply chain activities simultaneously.
Professional Experience:
- 3 years of experience in procurement and logistics within RE power plant.
- Proven experience managing import and export processes for RE power plants, including customs and regulatory compliance related to international shipments and trade.
Education:
- BS in Supply Chain Management, Accounting, Engineering - or equivalent experience.
- Certified Professional in Purchasing and/or Logistics
RESPONSIBILITIES
Logistics Management
- Coordinate logistics activities related to both plant operations and large-scale projects, ensuring operational efficiency and timely delivery of materials and equipment.
- Monitor project timelines, milestones, and critical paths, proactively identifying and addressing potential risks and bottlenecks to ensure timely project completion.
- Develop and implement logistics plans to optimize cost, reduce lead time, and enhance customer satisfaction.
- Collaborate with freight forwarding, brokers, and service providers on shipping, insurance, packing, and transportation of the purchased commodities.
Procurement Management
- Support the implement and enforce SCM policies and guidelines for all procurement activities.
- Execute sourcing, supplier qualification, procurement, and delivery of critical plant spares (e.g., electro-mechanical equipment), contracted engineering works, and other materials necessary for plant operations.
- Ensure compliance with approved purchasing procedures and contract terms and conditions.
Import /Export Management
- Prepare and process requirement for importation and exportation, comply with the regulations, including application for “Zero Duty” incentives and ensuring timely shipment clearance.
- Monitor and ensure compliance with all import/export procedures, including post-audit requirements for customs and other relevant government agencies.
- Facilitate the renewal of import licenses and permits while maintaining strong relationships with relevant government agencies (e.g., BOI, BOC, DOF) to ensure smooth importation processes.
- Establish and maintain strong relationships with suppliers, vendors, and service providers, negotiating contracts, monitoring performance, and addressing issues as they arise.
- Conduct annual vendor performance reviews to assess the reliability and performance, ensuring continuous improvement.
Cost Management
- Collect and analyze supply chain data and key performance indicators (KPI) to identify areas for improvement, cost reductions, and process enhancements.
- Implement continuous improvement initiatives aimed at enhancing logistics efficiency, reducing costs, and optimizing procurement and supply chain operations.
- Ensure continuity of supply within the required time, quality standards, and specifications, while minimizing costs and ensuring compliance with contract terms.
- Ensure quality, safety, and risk management compliance in all supply chain and logistics processes, Aligning all activities with company policies and regulatory standards.
- Identify potential logistics-related risks, ensuring appropriate mitigation strategies are in place to prevent disruptions and delays.
Documentation and Reporting
- Maintain complete and auditable records and documentation related to procurement and logistics activities, including purchase orders, invoices, shipping documentation, compliance records, and performance reports.
- Prepare and present regular reports on logistics and plant procurement activities, highlighting key metrics on project status, delivery performance, cost-efficiency, and vendor performance.
Coordination and Communication
- Coordinate with internal teams (e.g., Legal, Risk, Commercial) for contract finalization, ensuring alignment with legal and regulatory requirements.
- Collaborate with project managers and cross-functional teams to plan and execute project logistics, ensuring seamless integration of supply chain activities throughout the project lifecycle.
