Job summary

Dempsey Inc. in the Philippines seeks an experienced Bid Specialist to identify, qualify, and pursue private and government bidding opportunities. You will manage the full bidding lifecycle, coordinate with internal teams and consultants, and represent the company in pre-bid meetings and bid openings.

The role requires strong knowledge of RA 9184, procurement laws, and effective stakeholder engagement. Knowledge of PhilGEPS is essential.

Qualifications

• Bachelor’s degree in a related field and understanding of government procurement.
• Minimum 5 years of bid/acquisition experience in architecture, engineering, or construction services.
• Proven success securing private and government contracts via competitive bidding.
• Deep knowledge of RA 9184 and procurement procedures for consultancy and infrastructure services.
• Strong communication, documentation, and stakeholder engagement skills.
• Strategic, results-driven, and detail-oriented.
• Familiarity with PhilGEPS and BAC procedures.
• Experience reviewing contracts, TORs, and RFPs for consultancy services is a strong advantage.

Responsibilities

• Identify and qualify private and government bidding opportunities through proactive research, networking, and monitoring procurement portals like PhilGEPS and other relevant platforms.
• Prepare and submit complete and compliant bid documents.
• Manage the entire bidding process — from strategy to submission and negotiation
• Coordinate with internal teams and consultants to compile required documentation
• Represent the company in pre-bid meetings and bid openings
• Build and maintain strong relationships with government agencies and key stakeholders
• Review contracts and ensure compliance with RA 9184 and related laws
• Keep bidding records organized and up to date
• Stay informed on procurement trends and legal updates
