• Bachelor's degree in a relevant field (as listed).
• Minimum of 5 years in project bidding, tender preparation, and contract acquisition.
• Deep understanding of RA 9184 and standard procurement protocols for consultancy and infrastructure services.
• Hands-on experience with PhilGEPS and BAC procedures.
• Strong written and verbal communication, exceptional documentation discipline, and stakeholder management capabilities.

Responsibilities

• Identify and source government and private bidding opportunities.
• Manage end-to-end bid lifecycle from strategy to submission.
• Prepare and QA eligibility documents, TORs, RFPs, and tender submissions.
• Coordinate with internal teams, legal advisors, external consultants, and project heads.
• Represent the company at pre-bid conferences, bid openings, and BAC meetings.
• Engage with government agencies and private clients; manage stakeholder relationships.
• Review contracts and ensure RA 9184 compliance in consultancy services.
• Maintain bid archives and track regulatory updates.
