About the role

This role is responsible for identifying, acquiring and securing telecommunications sites and infrastructure access across the Philippines. The position requires proactive expansion planning, stakeholder engagement, negotiation, permitting and project management to enable fiber and internet network deployment across high-density communities, commercial properties and government areas.

Key responsibilities
  • Proactively identify high-potential areas for fiber/internet expansion, including condominiums, subdivisions, barangays, government housing, commercial buildings, mixed-use developments, offices and other high-density communities; conduct preliminary commercial feasibility assessments based on subscriber potential, building/unit count, competition, accessibility, existing providers and likely deployment difficulty
  • Determine decision-maker authority for each site (building owner, property manager, HOA/condo corporation board, developer, barangay officials, city/LGU office, national government agency, estate administrator, engineering office or other authorized representative); build and maintain a pipeline/database of expansion opportunities and stakeholder contacts
  • Initiate contact with prospective properties and communities; arrange meetings, presentations and technical surveys; obtain letters of intent, endorsements, clearances, access agreements, permits, MOAs or other necessary approvals; and secure locations for telecom facilities, NAPs, cabinets, fiber routes, poles, risers, MDF/IDF access and related infrastructure
  • Independently negotiate with property owners, developers, condominium corporations, HOAs, barangay officials, LGUs and institutional stakeholders on commercial terms such as lease/access, revenue sharing, community benefits, installation arrangements, exclusivity/non-exclusivity provisions, access rights, maintenance access, contract terms and renewal provisions
  • Prepare or coordinate formal proposals, letters of intent, letters of request, presentations and commercial offers; personally present the company's expansion proposal professionally to boards, property managers, government officials and executives
  • Establish professional working relationships with barangays, city/municipal offices, Office of the Building Official, zoning/planning offices, engineering offices and other relevant agencies; understand the legitimate government process and never depend on fixers or improper payments
  • Manage the applicable permitting process from application through approval, including permits for poles, aerial/underground cables, underground fiber ducts and similar internet infrastructure under Executive Order No. 32
  • Maintain working knowledge of Philippine telecom/infrastructure regulations, particularly EO 32, the Ease of Doing Business Act/RA 11032, the Konektadong Pinoy Act (RA 12234) and its implementing rules, LGU requirements, building/zoning rules, property documentation and right-of-way principles
  • Verify ownership/authority documents, titles or property documentation where applicable, corporate/HOA authority, authorized signatories, board resolutions/secretary's certificates where necessary, property boundaries/access restrictions, existing agreements and other acquisition risks before recommending execution
  • Negotiate necessary access, easement and right-of-way arrangements affecting proposed fiber routes and facilities; coordinate with adjacent property owners where required; and resolve access objections or conflicting property interests
  • Work closely with Engineering, OSP/Fiber, Network Operations and Management to confirm that commercially secured sites are technically feasible; coordinate joint surveys and verify proposed entry points, MDF/IDF locations, risers, pole routes, NAP locations, equipment areas, power availability, fiber routes and construction access before final commitment
  • Prepare basic site business cases including estimated homes/units passed, potential subscribers, expected penetration, estimated monthly revenue, acquisition costs, revenue sharing/lease costs, deployment CAPEX, risks and expected payback
  • Coordinate with Management/legal advisers on MOAs, access agreements, leases, right-of-way agreements and other contracts; ensure negotiated commercial terms are accurately reflected before signature and maintain signed originals/records
  • Maintain a live acquisition tracker showing target site, contact person, number of units/homes, estimated market potential, current provider/competition, technical status, negotiation stage, commercial proposal, permit status, expected close date, blockers and next action
  • Treat a site as secured/closed only after the required commercial approval/agreement has been obtained and the project can proceed to permitting/deployment subject to defined conditions
  • Resolve objections from HOA boards, property managers, landowners, LGUs and community stakeholders; address documentary deficiencies; coordinate alternative routes/sites where the original proposal is rejected; and elevate significant legal/commercial risks
  • Act as a company representative in meetings with property owners, executives, board members and government officials; maintain professional appearance, communication, ethics, confidentiality and conduct at all times
  • Report competitor presence, competing ISP arrangements, exclusivity concerns, property expansion plans, new developments and other intelligence useful to Management's expansion strategy
  • Submit weekly pipeline reports covering new prospects, meetings completed, proposals submitted, negotiations, permits, secured sites, stalled sites, reasons for rejection and expected closures
About you
  • Minimum 5 years relevant experience in telecommunications Site Acquisition, ROW, permitting, network rollout or property acquisition
  • Preferred: 7–10+ years in telecommunications Site Acquisition, ROW, permitting, network rollout or property acquisition
  • Previous experience working for or on projects involving Globe, PLDT/Smart, DITO, Converge, FiberHome, Huawei, ZTE, tower companies, telecom contractors, fiber infrastructure companies or major property/infrastructure contractors
  • Proven track record with ability to identify and explain 5–10 telecommunications sites/projects personally helped secure or close, including exact role, location/project type, stakeholder involved, difficulty encountered and final result
  • Exceptional negotiation skills; comfortable negotiating with private homeowners, condominium presidents, LGU officials and corporate executives
  • Strong professional English and Filipino communication; excellent face-to-face presentation ability
  • Strong executive presence, professional conduct, credibility, diplomacy and confidence when representing the company before property owners, corporate executives, board members, government officials and community leaders
  • Expert-level permitting knowledge; understanding of what office to approach, what documents are normally required, what can run simultaneously, what requires technical documents and how to legally elevate delayed applications; knowledge of RA 11032 and its telecom infrastructure provisions
  • Strong documentation skills; proficiency with contracts, MOAs, permits, titles, tax declarations, corporate documents, board approvals, technical attachments, route plans, trackers, meeting minutes and government correspondence
  • Technical understanding of OSP, FTTH, FTTB, NAP, MDF, IDF, risers, poles, underground routes, ducts, ROW, fiber entry points, equipment rooms and backbone routes
