FiberHome Phils., Inc. is seeking a seasoned ROW Manager to lead all ROW acquisition for FTTH rollout, handling aerial and underground works, route planning, and negotiations with property owners and HOAs.
You’ll coordinate with utilities and LGUs to secure permits and ensure timely access for fiber infrastructure. The role requires strong leadership and extensive telecom ROW experience, with hands-on site acquisition across urban areas.
Lead and manage all right-of-way (ROW) acquisition activities for FTTH network rollout, including aerial and underground fiber infrastructure. Plan and secure route alignments and access rights for fiber optic infrastructure, including ducts, poles, and last-mile connections. Handle negotiations with property owners, homeowners associations (HOAs), building administrators, and commercial establishments to obtain access and permits.
Lead and manage all right-of-way (ROW) acquisition activities for FTTH network rollout (aerial and underground fiber)
Plan and secure route alignments and access rights for fiber optic infrastructure, including ducts, poles, and last-mile connections
Handle negotiations with property owners, homeowners associations (HOAs), building administrators, and commercial establishments to obtain access and permits
Coordinate with utility companies for pole attachment agreements, joint-use arrangements, and clearance for aerial fiber installation
Oversee processing of permits and clearances with Local Government Units (LGUs), including barangay, municipal, and city approvals
Manage right-of-way documentation, including contracts, access agreements, title verification, and compensation arrangements
Work closely with engineering and construction teams to align ROW availability with project timelines
Identify and resolve ROW issues and conflicts to avoid delays
Lead and supervise ROW officers, agents, and field teams
Develop and manage the ROW budget for FTTH rollout, including permits, government fees, acquisition costs, and utility/pole attachment costs
Minimum 5–8 years experience in right-of-way acquisition or land access for telecom or utilities
Minimum 5–8 years experience in fiber optic / FTTH rollout projects
At least 3 years in a leadership or supervisory role
Proven experience in securing permits for aerial and underground fiber installation
Proven experience in pole attachment agreements and utility coordination
Proven experience in negotiating access with private landowners, subdivisions, and commercial properties
Hands-on experience with route planning and site acquisition for fiber networks
Hands-on experience with dealing with local government permits and compliance
Hands-on experience managing ROW issues in dense urban and residential areas
Strong negotiation and stakeholder engagement skills with HOAs, LGUs, utilities, and property owners
