Job summary

SMEC is seeking a Senior Proposal Manager in Manila to lead EOIs and proposal development for international infrastructure bids. You will coordinate multiple teams, ensure timely delivery, and maintain high-quality submissions in English.

With 10+ years of experience, you will drive best practices, manage templates, and liaise with technical groups to deliver compelling documents for clients like ADB/World Bank, while upholding SMEC standards in a dynamic environment.

Qualifications

• Ten+ years of solid experience in preparing proposals for infrastructure projects for international financial institutions.
• Ability to communicate effectively in English, both written and verbal, with high-quality grammar and vocabulary.
• Knowledge of best practices in EOI/Proposal development and proactive learning.
• Experience developing EOIs/Proposals for diverse cultures within a division's geographic footprint.
• Proven ability to work independently and in teams; strong time-management and prioritization skills.

Responsibilities

• Delegate assignments and supervise output quality of coordinators.
• Ensure smooth activity flow during proposal and EOI preparation.
• Prepare monthly market intelligence reports.
• Compile, edit, and proofread EOIs/Proposals with technical input as needed.
• Review and revise CVs and PDSs; coordinate materials for bid documents.
• Define scope and timeline for EOIs/Proposals and coordinate with contributors.
• Develop knowledge of the business, products, and services; study prior bid docs.
• Create standard templates and manage a document repository for references.
• Update project experience tables and data sheets for new projects.
• Assemble photo libraries for proposals and develop desktop publishing capabilities.
• Notify all parties on progress, status, and outcomes of EOIs/Proposals.
• Maintain quality assurance in line with SMEC procedures.
• Monitor win/loss metrics and proposal costs for performance insights.
• Research and engage appropriate partners with technical groups.
