Job summary

The Safety Officer at Briobuild Co. will plan, implement, and monitor the OSH program at the project site in line with Philippine safety laws. You will lead accident prevention, investigations, and reporting, and coordinate with project teams for compliance and safe operations.

Qualifications

Job description

The Safety Officer is responsible for planning, implementing, and monitoring the occupational safety and health (OSH) program at the project site in compliance with Republic Act No. 11058 ("An Act Strengthening Compliance with Occupational Safety and Health Standards"), its Implementing Rules and Regulations (DOLE Department Order No. 198-18), and other applicable DOLE, OSHC, and local government safety ordinances. The role ensures a safe and healthy working environment for all site personnel, subcontractors, and visitors, and leads accident/incident prevention, investigation, and reporting efforts.

KEY DUTIES AND RESPONSIBILITIES

1. OSH Program Implementation & Compliance

  • Develop, implement, and monitor the project's Construction Safety and Health Program (CSHP)
  • Ensure compliance with the Occupational Safety and Health Standards (OSHS) and other relevant DOLE issuances specific to construction (e.g., DO 13, Series of 1998).
  • Prepare and submit required OSH reports to DOLE (e.g., Annual Medical Report, Annual Work Accident/Illness Exposure Data Report, Notification/Report of Accident).
  • Secure and maintain the project's Certificate of Safety and Health Program registration with DOLE prior to project mobilization when needed.

2. Site Safety Monitoring & Inspection

  • Manage and conduct on-site safety inspections and briefings across multiple operational project locations.
  • Identify workplace hazards and unsafe conditions; recommend and enforce corrective actions.
  • Monitor proper use of Personal Protective Equipment (PPE) and compliance with permit-to-work systems (hot works, working at heights, confined space, lifting operations, excavation).
  • Oversee scaffolding, heavy equipment, and lifting apparatus inspections in coordination with site engineers.

3. Accident/Incident Management

  • Lead investigation of accidents, near-misses, and dangerous occurrences; prepare incident reports and root-cause analyses.
  • Maintain accident/illness records and statistics (e.g., Lost Time Injury rate, Total Recordable Incident Rate).
  • Coordinate emergency response procedures, including first aid, fire safety, and evacuation drills.

4. Training & Capacity Building

  • Conduct or coordinate site safety orientations (e.g., Construction Occupational Safety and Health, or COSH, orientation) for new workers and subcontractors.
  • Facilitate toolbox talks, safety drills, and refresher trainings on OSH standards.
  • Maintain training records and certifications of site personnel.

5. Documentation & Reporting

  • Maintain the Safety and Health Committee minutes, inspection checklists, permits, and OSH-related documentation for audit readiness.
  • Prepare weekly/monthly safety performance reports for management and clients.
  • Coordinate with the Project Manager and HR on OSH-related policy compliance and disciplinary action for safety violations.
MINIMUM QUALIFICATIONS

Education

  • Bachelor's degree in Occupational Safety and Health, Engineering (Civil, Industrial, Mechanical, or Electrical), Nursing, or a related field.
  • Graduates of other courses may be considered provided they hold the required DOLE-accredited safety training certifications below.

Required Certifications

  • COSH (Construction Occupational Safety and Health) Training — 40-hour DOLE-accredited course specific to the construction industry; required for site deployment.
  • Safety Officer accreditation level commensurate with project size and manpower, per DO 198-18:
  • Safety Officer 1 (SO1): BOSH-trained; for very small projects.
  • Safety Officer 2 (SO2): BOSH + COSH trained; typically required for construction projects with 1–199 workers or moderate project cost.
  • Safety Officer 3 (SO3): Additional advanced OSH training/experience; required for larger, higher-risk projects (200+ workers or high project cost).
  • Valid First Aid and Basic Life Support (BLS)/CPR certification is a plus
  • DOLE registration/accreditation as a Safety Practitioner is an advantage.
  • Additional certifications in ISO 45001 (Occupational Health & Safety Management Systems) or NEBOSH are a strong advantage, especially for multi-site roles.

Experience

  • Minimum 2–3 years of relevant experience in construction site safety supervision (fresh SO2-certified graduates with site exposure will be considered).
  • Experience handling DOLE inspections, safety audits, and incident investigations preferred.
  • Familiarity with high-rise building, and high-end residential construction projects is an advantage.
SKILLS AND COMPETENCIES
  • Strong working knowledge of the Occupational Safety and Health Standards (OSHS).
  • Excellent observational, analytical, and report-writing skills.
  • Ability to conduct trainings and communicate safety requirements clearly to workers of varying educational backgrounds (English and Filipino/Tagalog).
  • Proficient in MS Office (Word, Excel) for documentation and reporting.
  • Strong interpersonal skills to influence safety compliance across all levels of site personnel, including subcontractors.
  • Physically fit and willing to be deployed to various project sites, including provincial assignments as needed.
WORK CONDITIONS
  • Primarily site-based; requires regular walk-throughs of active construction areas.
  • Exposure to outdoor elements, heights, heavy equipment areas, and other construction hazards.
  • Required to wear full PPE at all times while on site.
  • May require extended hours during critical project phases or emergency response situations.
