The OSH Practitioner at Isteel Inc. is responsible for implementing, monitoring, and maintaining the project’s safety program at the construction site to ensure compliance with DOLE and project standards.
He/She will conduct inspections, risk assessments, toolbox meetings, and incident investigations, promoting a strong safety culture across all workers and subcontractors involved in the project.
The OSH Practitioner is responsible for implementing, monitoring, and maintaining the company's Occupational Safety and Health (OSH) Program at the construction project/site. The position ensures that all employees, subcontractors, and site activities comply with applicable DOLE occupational safety and health requirements, company policies, and project safety standards.
The OSH Practitioner will proactively identify workplace hazards, recommend appropriate control measures, conduct safety inspections and orientations, investigate incidents, and promote a strong safety culture throughout the project.
1. Occupational Safety and Health Program
Implement and monitor the approved company/project OSH Program.
Ensure compliance with applicable DOLE-OSH standards, rules, and regulations.
Conduct regular workplace and construction site safety inspections.
Identify hazards and recommend appropriate corrective and preventive measures.
Monitor the implementation and effectiveness of safety controls.
2. Construction Site Safety
Monitor daily site activities to ensure safe work practices.
Ensure workers properly use required Personal Protective Equipment (PPE).
Inspect work areas, tools, equipment, scaffolds, ladders, electrical installations, and other facilities for safety compliance.
Monitor high-risk activities, including work at height, hot work, excavation, lifting operations, confined spaces, electrical work, and heavy equipment operations.
Ensure proper housekeeping, barricading, warning signs, and safe access/egress.
Coordinate with engineers, supervisors, foremen, subcontractors, and workers regarding safety concerns.
3. Safety Orientation and Training
Conduct safety orientation for newly hired employees, visitors, and subcontractors.
Conduct regular toolbox meetings and safety briefings.
Promote awareness of workplace hazards and safe work procedures.
Assist in conducting emergency preparedness activities and safety drills.
Maintain records of safety orientations, toolbox meetings, and training activities.
4. Risk Assessment and Safety Procedures
Assist in preparing and reviewing Job Safety Analysis (JSA), Risk Assessments, and safe work procedures.
Recommend appropriate engineering, administrative, and PPE controls for identified hazards.
Review work permits and safety requirements for high-risk activities.
Ensure workers understand applicable safety procedures before starting work.
5. Incident and Accident Investigation
Conduct initial investigation of accidents, incidents, and near-miss cases.
Assist in determining root and contributing causes.
Prepare incident/accident reports and recommend corrective and preventive actions.
Monitor the implementation of corrective actions to prevent recurrence.
6. Safety Documentation and Reporting
Prepare daily, weekly, and monthly safety reports.
Maintain safety inspection checklists and corrective action records.
Maintain records of toolbox meetings, orientations, trainings, incidents, and safety statistics.
Assist in maintaining documents required for DOLE and project safety compliance.
Submit safety reports and recommendations to Project Management/Management.
7. Emergency Preparedness
Assist in developing and implementing emergency response procedures.
Participate in fire, earthquake, evacuation, medical, and other emergency drills.
Coordinate with the company nurse, first aiders, emergency response personnel, and project management during emergencies.
Ensure emergency equipment and facilities are properly identified and accessible.
8. Safety Enforcement
Immediately report unsafe acts, unsafe conditions, and serious safety violations.
Recommend suspension or stoppage of unsafe work when necessary to prevent injury or damage.
Monitor compliance of employees and subcontractors with established safety rules.
Promote accountability and continuous improvement in workplace safety.
Bachelor's degree in Occupational Safety and Health, Engineering, Environmental Science, or a related field is preferred.
Must have appropriate DOLE-recognized/accredited OSH training or qualification applicable to the position and project.
Preferably with Construction Occupational Safety and Health (COSH) training.
Preferably with Safety Officer training/qualification appropriate to the project requirements.
At least 2–3 years of experience in construction safety is preferred.
Knowledge of Philippine occupational safety and health laws and DOLE requirements.
Experience in construction site inspection, risk assessment, incident investigation, and safety documentation.
Good communication, coordination, and problem-solving skills.
Willing to work on a construction site and conduct regular field inspections.
