Job summary

Food Terminal Incorporated is seeking personnel to implement the P20 Rice Program across the assigned region in the Philippines. The role involves coordinating with LGUs, NGAs, NFA, DA, and partner institutions to ensure smooth program execution.

The position requires a background in business, public administration, agriculture, or supply chain fields, with at least one year of relevant experience and training in program management or logistics.

Qualifications

• Minimum eight hours of training in project management, logistics, supply chain, public administration, customer service, operations management, inventory management, or related fields.
• Professional eligibility (Career Service) preferred but not required for Contract of Service/Job Order personnel.
• Knowledge of government operations; inventory management; warehouse and logistics operations; report preparation; MS Office; beneficiary validation; coordination with LGUs and NGAs.

Responsibilities

• Oversee and supervise the implementation of the P20 Rice Program within the assigned region.
• Coordinate with Local Government Units, National Government Agencies, the National Food Authority, Department of Agriculture, partner institutions, and FTI Head Office.
• Monitor regional selling operations, rice inventory, stock allocation, deliveries, and replenishment.
• Conduct regular field inspections and monitor selling sites for compliance.
• Ensure proper beneficiary validation procedures and address operational concerns.
• Prepare, consolidate, and submit operational, inventory, accomplishment, and situational reports.
• Monitor sales, inventory movement, liquidation reports, and documentation for accountability and compliance.
• Identify operational issues and risks, suggest corrective actions and coordinate prompt resolution.
• Assist in planning, program evaluation, policy implementation, and related tasks as directed.

QUALIFICATIONS:

Experience: At least one (1) year of relevant experience in project implementation, operations management, logistics, field coordination, marketing operations, government programs, or supply chain management. Experience in government or GOCC operations is an advantage.

Training: At least eight (8) hours of relevant training in project management, logistics, supply chain, public administration, customer service, operations management, inventory management, or related fields.

Eligibility: Career Service (Professional) Eligibility, RA 1080, or equivalent eligibility is preferred but not required for Contract of Service/Job Order personnel.

SCOPE OF WORK

• Program Implementation - Oversee and supervise the implementation of the P20 Rice Program within the assigned region, ensuring compliance with program policies and operational guidelines.
• Stakeholder Coordination - Coordinate with Local Government Units (LGUS), National Government Agencies (NGAs), the National Food Authority (NFA), Department of Agriculture (DA), partner institutions, and FTI Head Office to facilitate efficient program implementation.
• Operations and Logistics Monitoring - Monitor regional selling operations, rice inventory, stock allocation, deliveries, and replenishment to ensure continuous availability of rice.
• Field Monitoring and Compliance - Conduct regular field inspections and monitor the performance of selling sites to ensure adherence to operational standards and program requirements.
• Beneficiary Management - Ensure proper implementation of beneficiary validation procedures and address operational concerns to promote efficient and transparent service delivery.
• Performance Reporting - Prepare, consolidate, and submit accurate and timely operational, inventory, accomplishment, and situational reports to Management.
• Financial and Inventory Accountability - Monitor sales, inventory movement, liquidation reports, and documentation to ensure accuracy, accountability, and compliance with government regulations.
• Risk Management and Problem Resolution - Identify operational issues and implementation risks, recommend corrective measures, and coordinate prompt resolution to minimize disruptions.
• Administrative Support - Assist in planning, program evaluation, policy implementation, and perform other related functions as may be assigned by Management.
